Submit bids in a sealed envelope marked with the bid number (PM41-25/26) and description. Deposit in the bid box at Polokwane Municipality Civic Centre, corner Landros Mare and Bodenstein Street, by 19 June 2026 at 10:00. Late bids will not be accepted. Required documents: completed official bid forms (not re-typed), signed and initialed on every page; valid CSD number; proof of municipal rates/taxes payment or tribal authority letter/valid lease; Joint Venture Agreement (if applicable), signed by all parties; identity documents for sole proprietors/partners. Bids must be in black ink (pencil is disqualifying). Bids remain valid for 90 days after closing. Disqualification risks: missing pages, late submission, state employees, bid defaulters, or corruption/abuse of SCM system.

Evaluation follows the 80/20 preference point system: 80 points for price, 20 points for specific goals (e.g., HDI, B-BBEE). Bids must meet responsiveness criteria: sealed envelope with bid number/description, deposited in the bid box on time, valid CSD number, fully completed/initialed forms, Joint Venture Agreement (if applicable), proof of municipal payments, compliance with technical specs, and adherence to pricing instructions. The Municipality reserves the right to reject any or all bids and is not bound to accept the lowest bid. Bids will be evaluated per SCM Regulations, Municipal SCM Policy, and Preferential Procurement Regulations, 2022.

Appointment of a service provider to conduct water and electricity meter readings within Polokwane Municipality’s jurisdiction for a period of three (3) years. The successful bidder must sign a written contract (MBD7).

Pricing must be submitted on the official Schedule of Prices (MBD 3.1). Bids must include total bid amount. Payment terms and guarantees are subject to the General Conditions of Contract (GCC) and any special conditions. Financial ability to execute the contract is a responsiveness criterion.

Mandatory: Valid Central Supplier Database (CSD) number; Tax Compliance Status (TCS) PIN or CSD number (if no TCS available). Submit TCS certificate or PIN via e-filing (www.sars.gov.za) or printed copy. For consortia/joint ventures, each party must submit separate TCS/CSD proof. Foreign suppliers must complete the pre-award questionnaire (Part B:3) if not RSA residents or without a local branch/permanent establishment. Additional requirements: MBD4 (Declaration of Interest), MBD5 (for procurement above R10M), MBD8 (Past SCM Practices), MBD9 (Certificate of Independent Determination), and proof of municipal account payments. No bids accepted from state employees or entities listed on the Register of Tender Defaulters.
