The tender follows a two-stage evaluation process: 1) Mandatory compliance check (SBD 4). 2) Price and Preference points (80/20 system). 20 points are allocated for the specific goal of 51% Black Owned Enterprises, verified via a full CSD report.

Provision of 4x4 advanced defensive driving training for approximately 300 delegates per year across various Umgeni-Uthukela Water sites in KZN. Training must be 3 days per session over a 12-month period. Providers must be accredited or provide unit standard-aligned training. Requirements include theory and practical modules, certified instructors, and provision of training equipment.

Pricing must be submitted using the official SBD 3.1/Price Schedule form. Prices must be VAT inclusive and fully itemized (including transport and labor). Payment is processed monthly upon successful delivery and invoicing based on the number of candidates trained.

Mandatory: Registration on the National Treasury Central Suppliers Database (CSD). Must provide a valid Tax Clearance PIN or CSD MAAA number. Must complete SBD 4 (Bidders Disclosure) and SBD 6.1 (Preference Points Claim).
