Required documents: National Treasury Central Supplier Database (CSD) registration report, valid B-BBEE certificate or sworn affidavit, SBD 4 (Bidder’s Disclosure Form), SBD 6.1 (Preference Points Claim Form), Non-Disclosure Agreement, and General Conditions of Contract (GCC). Submissions via links or 'We Transfer' are not accepted. SABS reserves the right to reject non-compliant submissions or select a bidder based on its own criteria. No advance payments will be made; payment is tied to service delivery. SABS will not cover bidder costs for preparation or submission.

Scope: Provide professional engineering services for crane remedial works at SABS, including: detailed site inspections and structural assessments of crane structures, foundations, runway beams, and columns; structural integrity assessments; engineering recommendations and remedial solutions; detailed designs, drawings, and technical specifications; tender documentation preparation; technical support during procurement; site supervision; compliance verification; and certification of completed work. All services must align with South African engineering standards, OHSA requirements, and SABS policies.

Bidders must provide: a valid COIDA Letter of Good Standing, ECSA registration (Pr Eng or Pr Tech Eng) for the proposed Structural Engineer, and certified copies of the engineer’s qualifications (BSc/BEng Civil Engineering or equivalent). The Structural Engineer’s CV must detail: qualifications, ECSA registration, years of experience, employment history, and experience on similar projects. Minimum requirement: ≥5 years of relevant experience for maximum functionality points.

Quality assurance and control measures must be included in the Project Execution Plan. Bidders must submit a detailed plan outlining: structural assessment methodology, site inspection programme, design review process, key activities, deliverables, Gantt Chart, milestones, resource allocation, risk management, and communication/reporting plan. Compliance with approved engineering designs, quality standards, and project specifications is mandatory.

Quotation must include: all-inclusive pricing (VAT, transportation, disbursements), fixed rates, and forward cover for foreign currencies. Pricing is evaluated under the 80/20 system (80 points for price, 20 for B-BBEE goals). Bill of Quantities may be required where applicable.

Functionality evaluation requires: 5+ reference letters for similar projects (last 5 years), detailed CV of the proposed engineer, and a Project Execution Plan.

All services must comply with OHSA requirements and SABS safety policies. Bidders must ensure safety requirements are met during site inspections, remedial works, and project execution. Safety plans and compliance documentation may be reviewed as part of the evaluation.
