Submit a sealed envelope containing the fully completed quotation documents. Delivery options: (1) Hand-deliver to the tender box in the Foyer at Thembelihle Local Municipal offices (corner Mark and Church Streets, Hopetown), or (2) Mail to P/Bag X3, Hopetown, 8750. Deadline: 03 June 2026 at 12:00. Envelopes must be clearly endorsed with: quotation number (12/2025/2026), title ('Renting of yellow fleet'), bidder’s name, and closing date/time. Late submissions will NOT be accepted. Required returnable documents: 1) Fully completed Bid Document with attached MBD Forms, 2) Certified Company Registration Documents (not older than 6 months), 3) B-BBEE Certificate or Original Sworn Affidavit, 4) Municipal Account for all Directors and the Company (not older than 90 days from closing date), 5) Proof that bidders are 18 years or older. Failure to provide any required document will result in automatic disqualification.

Evaluation will use the 80/20 Preference Points System (2022 PPPFA Regulations). Points allocation: 80 points for price, 20 points for B-BBEE-specific goals (contracting with historically disadvantaged persons based on race, gender, youth, or disability). The lowest acceptable tender price (Pmin) will determine the price score (Ps) using the formula: Ps = 80(1 - (Pt - Pmin)/Pmin), where Pt is the tender price under consideration. Bidders must submit proof of B-BBEE status to claim preference points. Failure to submit required documentation for specific goals will result in zero points for that category. The Municipality reserves the right to reject any tender, accept part of a tender, or not award to the highest-scoring bidder.

Scope: Renting of yellow fleet for a period of 5 days (3 days in Hopetown, 2 days in Strydenburg). Required equipment: 2 x Tipper Trucks (6m³), 1 x TLB. Pricing requirements: All prices must be broken down per item, inclusive of VAT and delivery. Specify trade mark, model, and country of origin for each item. Delivery basis: Confirm if the delivery period is firm and specify the period required after receipt of order. Pricing must be firm (inclusive of VAT), and any discounts (conditional/unconditional) must be declared. Offers must strictly adhere to specifications; deviations must be explicitly stated. Validity period: Quotations must remain valid for 90 days after closing.

Submit a fully completed Annexure A: Price Quotation Form. Pricing must be inclusive of VAT and delivery. Total estimated value: up to R300,000. Quotations must remain valid for 90 days after closing. Confirm if prices are firm and inclusive of VAT. Discounts (if any) must be clearly stated. Payment terms and delivery conditions must align with the quotation form. Price quotation must include: itemised breakdown for 2 x Tipper Trucks (6m³) and 1 x TLB, total amount inclusive of VAT and delivery, trade mark/model, and country of origin.

Mandatory compliance requirements: 1) CSD registration: Bidders must be registered on the Central Supplier Database (CSD). Submit CSD number and a CSD Registration report reflecting compliant tax status. Municipality may reject bids from unregistered bidders. 2) Certified Company Registration Documents (not older than 6 months). 3) Valid Tax Clearance Certificate and PIN from SARS (original or certified copy). 4) B-BBEE Certificate (from SANAS-accredited agency, IRBA-approved auditor, or Close Corporation Act accounting officer) or Original Sworn Affidavit. 5) Municipal Rates and Service Account (not older than 30 days) or Lease Agreement if landlord is responsible. 6) MBD 4: Declaration of Interest (disclose any relationships with state employees involved in evaluation/adjudication). 7) MBD 6.1: Preference Points Claim Form (for B-BBEE goals). 8) MBD 8: Declaration of Bidder’s Past Supply Chain Management Practices (disclose any fraud, corruption, contract defaults, or listings on the Register for Tender Defaulters or National Treasury’s Database of Restricted Suppliers in the past 5 years). 9) MBD 9: Certificate of Independent Bid Determination (confirm no collusive bidding). 10) Bidders must not be in the service of the state (as defined in MSCM Regulations).
