• Non-compliance with any requirement or instruction will lead to disqualification.
• Bid price validity period: 90 days.
• The municipality reserves the right to accept the whole or part of any bid, and the lowest or any bid will not necessarily be accepted.

• Administrative evaluation: Document completion and attachment of all mandatory certificates. Bidders must include all necessary certificates as per the tender document.
• Evaluation method: 80/20 preferential point system (80 points for price, 20 points for specific goals).
• No other evaluation criteria will be used. Bids must pass administrative evaluation to proceed.

• Scope: Supply and delivery of HV, MV, and LV cables and conductors to Rustenburg Local Municipality.
• Contract period: Three (3) years, as and when required.
• The municipality reserves the right to adjust quantities as per the technical specifications.

• Tender document fee: R1500.00 (non-refundable). Proof of payment with reference number (0086+Company name) must be submitted with mandatory documents.
• Bid price validity: 90 days from closing date.

• Mandatory documents: Proof of deposit for the tender document fee and all necessary certificates must be attached.
• Bids will be evaluated in accordance with the Supply Chain Policy of Rustenburg Local Municipality, PPPFA 2022, and other related legislation.
• Objections or complaints must be submitted in writing to the Municipal Manager within 14 days of the award, including: reasons/grounds, impact on rights, and remedy sought.

Technical evaluation will assess: - Ability to supply the full range of HV, MV, and LV cables and conductors as listed. - Compliance with South African standards: SANS 1507, NRS 063, SANS 1418 (Part 1 and 2), SANS 1339, and IEC 60228/60840. - Submission of mandatory data sheets for HV cables (33kV and 88kV) for technical validation. - Delivery capability to Rustenburg Local Municipality (North West Province).

Scope: Supply and delivery of HV, MV, and LV cables and conductors to Rustenburg Local Municipality over a 3-year period. Detailed requirements include: - MV Cables (11kV): Type B (unarmoured) and Type A (armoured/SWA) with stranded Al or Cu conductors, individually screened, XLPE insulated. - LV Cables (600/1000V): 4-core, 2-core, 7-core, and 19-core PVC/SWA with solid or stranded Al/Cu conductors. - Conductors: Single-core PVC insulated stranded Cu, bare annealed stranded Cu, stranded Al, and steel-reinforced Al (A.C.S.R.). - ABC Bundle Conductors: With bare or insulated neutral, conforming to SCSSCAAD5 and SANS 1418. - HV Cables (33kV): 3-core and single-core XLPE, Cu/Al conductors, water-blocked, MDPE sheathed, semi-conductive screens. - HV Cables (88kV): Single-core XLPE, 500mm² Al conductor, CSA screen, MPDE sheath, compliant with IEC 60840. All items must meet specified standards (SANS, NRS, IEC).

Pricing must be submitted in a detailed schedule with: - Item numbers and descriptions. - Unit prices (including 15% VAT). - Delivery periods in weeks. - Prices per unit meter (M) or kilogram (Kg). - Total batch prices for grouped items.
