Evaluation occurs in three phases: Phase I (Initial Screening): Administrative check for CSD registration (MAAA number), valid SARS PIN/TCS certificate (or CSD number if TCS unavailable), valid municipal rates/taxes account (<3 months old, no arrears >90 days), completed/signed MBD forms (MBD1, MBD3.1, MBD4, MBD6.1, MBD8, MBD9), and attendance at compulsory briefing. Foreign suppliers must complete pre-award questionnaire (MBD1). Failure in any peremptory requirement disqualifies the bid. Phase II (Technical/Functionality): Bids evaluated against scope requirements. Minimum criteria include: 3–5 years post-registration experience for key personnel (OH Nurses: 5 years SASOHN/SANC; Medical Practitioners: 3 years SASOM/HPCSA; Biokineticists: 3 years HPCSA), proof of professional memberships (SASOHN, SASOM, HPCSA, SANC), at least 1 fully equipped mobile clinic (ownership/lease proof), calibrated equipment (certificates mandatory), ability to handle 700–750 employees, and electronic reporting capability. Bids failing minimum functionality score are disqualified. Phase III (Price/Financial): Price proposals in ZAR, inclusive of 15% VAT and all direct/indirect costs. Preference points awarded per PPPFA Regulations 2022 (MBD6.1) for specific goals (e.g., B-BBEE, local content). ERWAT reserves the right to negotiate rates. Highest total points (price + preference) wins, unless compelling reasons exist otherwise.

Scope: Conduct professional occupational medical examinations for all ERWAT employees (700–750) including management for 36 months on an as-needed basis. Must bid for both Category 1 (Employee Medicals) and Category 2 (Executive Medicals); failure to bid for both disqualifies. Category 1 (Employee Medicals): Baseline/pre-employment (with/without chest X-rays), periodic, transfer, exit, and driver’s medicals. Tests include: detailed occupational/medical history, physical exams, audiometry, spirometry, vision screening, sputum, vital signs (BP, glucose, cholesterol, height, weight, urine dipstick, substance abuse), ergonomics/heights/shift work questionnaires, multi-drug tests (5-panel), ECG (drivers only), and certificates of fitness. Category 2 (Executive Medicals): Comprehensive exams including stress ECG, diabetes screening, liver/thyroid/gout/cancer markers, full blood count, PSA, doctor/biokineticist consultations, lifestyle questionnaires, and certificates of fitness. Requirements: Knowledge/experience in Occupational Health; registration with SANC, SASOM, HPCSA, or SASOHN; at least 1 fully equipped mobile clinic for Category 1 (Executive Medicals at provider’s facility); safeguard ERWAT personal data; provide electronic reports (health risks, trends, recommendations); maintain/calibrate equipment (certificates required). Designated sites: ERWAT Head Office (Hartebeesfontein Office Park), Vlakplaats WCW (Vosloorus), JP Marais WCW (Benoni). Mandatory staff: Occupational Health Nurse (5 years post-SASOHN, SANC-recognised qualification, spirometry/audiometry certs, SASOHN membership); Occupational Medical Practitioner (3 years post-SASOM, HPCSA-recognised, SASOM membership); Biokineticist (3 years post-HPCSA). Mobile clinic proof: Ownership (registration documents), lease agreements, or other contracts. ERWAT reserves the right to verify all submissions.

Rate-based tender: Bid per line item in the official ERWAT pricing schedule (MBD3.1). No subtotals/totals required; orders issued as needed at bid rates. Prices must include all direct/indirect costs (transport, delivery, labour, etc.) and 15% VAT. Payment terms: 30 days from receipt of valid invoice/tax invoice (must include ERWAT order number). Invoices must comply with VAT Act; penalties for non-compliance (e.g., SARS issues) are the bidder’s responsibility. ERWAT reserves the right to negotiate rates. Pricing schedule must be completed in full on original ERWAT documents; no additional pricing or attachments allowed. Failure to complete pricing schedule in full disqualifies the bid.

CSD registration mandatory (Section 14(1)(b) of MSCMR); submit CSD number (MAAA format). Tax compliance: Valid SARS TCS PIN or certificate (verified via CSD/e-Filing). Foreign suppliers: Complete pre-award questionnaire (MBD1); SARS confirms tax obligations via [email protected]. Rates/taxes: Valid municipal account (<3 months old, no arrears >90 days). If renting, submit signed lease agreement. B-BBEE: Certificate and supporting documents (CIPC, Military Veterans, etc.) required for preferential points (MBD6.1). Joint ventures/consortia: Submit separate TCS/CSD for each party, signed teaming agreement, and proof of existence (e.g., contracts). Anti-fronting: Compliance with DTI guidelines; failure to disprove fronting within 14 days invalidates bid. Other: No bids from state employees (per Regulation 44 of MSCMR) or those listed on Register of Bid Defaulters (Prevention and Combating of Corrupt Activities Act, 2004). CIDB grading not required (non-construction).
