Open to all suitably qualified service providers, including local and international entities. Exclusion criteria: automatic disqualification if listed in the Register for Tender Defaulters or List of Restricted Suppliers; failure to submit required documentation (SBD forms, bank confirmation); fraudulent or misleading information. Preferential criteria: BBBEE compliance levels (higher levels earn more points under the 80/20 or 90/10 system). Additional points may be awarded for EME/QSE status, women/youth ownership, or rural enterprise classification. Points are allocated as follows: BBBEE Level 1 (5/10), Level 2 (4/9), Level 3 (3/8), Level 4 (2/6), Level 5 (1/4), Level 6 (1/3), Level 7 (1/2), Level 8 (1/1).

The Competition Commission requires knowledge resources, subscriptions, databases, or intelligence platforms providing comprehensive, current, and authoritative African competition law and policy intelligence. Scope includes: Substantive competition law (anti-competitive conduct, exemptions, enforcement decisions), mergers and acquisitions (notification regimes, investigations, cross-border analysis, public interest assessments), policy and guidelines (regulations, reforms, soft law instruments), market studies and inquiries (sectoral assessments, remedies), legislative and regulatory developments (statutes, amendments, institutional changes), AfCFTA competition framework (policy developments, protocols, national/continental interactions), and comparative/analytical intelligence (cross-jurisdictional comparisons, trends, forward-looking insights). Deliverables must include: regularly updated content, jurisdiction-specific summaries, case law/decision summaries, legislative tracking, expert commentary, comparative reports, trend analysis, digital platform access, searchable/filterable content, alerts/newsletters, archival access, user onboarding/training (if applicable), technical/editorial support, and customisation options. Contract duration: 12 months.

B-BBEE compliance is mandatory. Points are allocated based on B-BBEE level (Level 1 to 8) under the 80/20 or 90/10 Preferential Procurement system. Additional points may be awarded for EME/QSE, Women, Youth, or Rural Enterprise status. Required documentation: proof of B-BBEE status, company registration (CIPC), completed SBD 4 (Bidder’s Disclosure), and SBD 6.1 (Preference Points Claim Form). Bidders listed in the Register for Tender Defaulters or List of Restricted Suppliers will be disqualified. Compliance with PFMA, National Treasury Regulations, and the Commission’s SCM Policy is mandatory for any future procurement.
