Bidders must have presence in North West province with proof of rates & taxes statement (not older than 3 months), minimum 3 years relevant property industry experience with 3 contactable references, relevant regulatory body accreditation, and Central Supplier Database registration. Bidders acting on behalf of landlords must provide proof of mandate. All documentation must be in English. Bidders must score minimum 40 points in technical evaluation and 40 points in site visit evaluation to proceed to price evaluation.

Scope: Lease Grade A office space (200–240 m²) in Rustenburg CBD to accommodate 4 staff with 5 parking bays.

• Location: Must be within Rustenburg CBD office node (industrial areas excluded), within walking distance to public transport and retail centres.
• Building requirements: Grade A preferred; must be accessible to clients, suppliers, and people with disabilities; should have green potential; flexible lease terms; adequate parking; secure neighbourhood.
• Amenities: Pause areas, good-condition restrooms, air-conditioned offices (landlord responsible for aircon), maintenance support (plumbing, electrical, handyman).
• Building services: Fully air-conditioned and ventilated; fire detection and prevention; lifts; OHS compliance; emergency evacuation; double-tier cable trays; catering for special needs.
• Technology: Uninterrupted power supply, backup generator/solar, cabling and network infrastructure, fibre connectivity, CCTV, access control.
• Tenant installation: Landlord to provide allowance and capacity to undertake installation.
• Beneficial occupation: Starting from 1 May 2027.
• Mandatory requirements: Bidder must have presence in the province (proof via rates & taxes statement not older than 3 months); minimum 3 years’ experience in property industry (provide three references); accreditation with relevant regulatory body; proof of mandate if acting for landlord.

• Bidder must have minimum 3 years’ relevant experience in property industry, with three contactable references.
• Provide company profile with points for years of experience (0–5+ years).
• Demonstrate project experience via signed reference letters (points for 0–5+ letters).
• Proposed project team must show capability, knowledge, and qualifications; include CVs with points for years of experience (0–10+ years).
• Include copies of qualifications, IDs, and CVs of personnel involved in execution.

• Use pricing schedule (SBD 3.3) for professional services.
• Provide bid price in RSA currency, all applicable taxes included.
• Indicate ceiling price covering all phases and expenses.
• Detail hourly/daily rates for personnel, travel expenses, and other costs.
• Specify if rates are firm for full contract period; if not, detail adjustment basis.
• Bids valid for 150 days from closing date.

• Pricing format: Submit a pricing schedule (SBD 3.3) with all-inclusive prices in RSA currency.
• For leasing option: Provide rental rates, tenant installation allowance, rates and taxes, water and electrical consumption, escalation fees, operational costs for 12, 24, 36, 48, 60 months (mandatory), and 72 months (optional extension).
• For buying option: Provide total acquisition price VAT inclusive.
• Indicate a ceiling price covering all phases and expenses, including applicable taxes.
• Detail hourly/daily rates for personnel involved, travel expenses, and other costs (accommodation, reproduction).
• Bids must be valid for 150 days from closing date.
• Confirm if rates are firm for the full contract period; if not, specify adjustment basis (e.g., CPI).

• Central Supplier Database (CSD): Bidders must register on the CSD and provide CSD number. Mandatory information includes business registration, directorship/membership/identity numbers, tax compliance status, and banking details.
• Tax compliance: Submit a valid Tax Status PIN document. Failure to submit renders bid invalid. Provide SARS PIN or CSD number; foreign suppliers may be exempt if no RSA presence.
• B-BBEE: Submit B-BBEE credentials or rating certificate. Specific goals points claimed for Black ownership, Black women ownership, youth ownership, and promotion of SMMEs.
• Other: Complete and sign SBD forms (1, 3.3, 4, 6.1, 7.2), Politically Exposed Person Declaration, POPIA consent form, and General Conditions of Contract.
• Provide employment equity details, shareholders certificate, and details of operational-level employees.
• Include copies of affiliations, qualifications, IDs, and CVs of personnel.

• Building must comply with Occupational Health and Safety (OHS) requirements, including wheelchair ramps and accessibility for people with disabilities.
• Must have fire detection and prevention services, emergency evacuation process, and double-tier cable trays in ceiling voids.
• Building services must be designed, installed, and maintained in accordance with relevant National Building Regulations.

• Contract terms: Bidder offers to render services as per RFP; RFP and bid response form part of any service level agreement (SLA). In conflict, SLA takes precedence.
• Validity: Bid remains binding and open for acceptance for 150 days from closing date.
• Amendments: NEF may amend RFP conditions, specifications, or extend closing date before closing; bidders will be notified in writing.
• Rights: NEF reserves right not to accept lowest or any bid, award bid in whole or part without reasons, and withdraw RFP at any stage.
• Presentations: Bidders must prepare for possible presentation with 4 days’ notice.
• Signatory authority: Bids by juristic persons/partnerships must be signed by authorised person, with certified board resolution submitted.
• Liability: Bidder accepts full responsibility for execution, obligations, and any price/calculation mistakes.
• POPIA: Bidder consents to use of personal information in bid process; NEF will protect information per POPIA.
• Confidentiality: Tender information is proprietary to NEF and must be kept confidential.
