Evaluation occurs in three stages:

• Stage 1: Mandatory Requirements
• CIDB 3ME Grading
• Valid Liability Insurance (COIDA Certificate)
• Valid AIA Certification from Department of Labour (signed by Chief Inspector)
• Only bidders meeting all mandatory requirements proceed to functionality evaluation.
• Stage 2: Functionality Evaluation (Minimum threshold: 70%)
• Company Experience (50% weight): Must demonstrate experience in servicing, maintenance, and repairs of pressure vessels. Submit a minimum of 3 relevant, contactable reference letters not older than 5 years. Scoring from 1 (1 reference) to 5 (5 references).
• Personnel Experience (50% weight): Submit detailed CVs for personnel with experience in servicing and maintaining pressure vessels. Required qualifications: Technical Diploma (Mechanical, Electrical, Metallurgical, or Welding) at minimum NQF Level 6. Scoring from 1 (no CV) to 5 (6+ years relevant experience).
• Stage 3: Preference Point System (80/20)
• Price: 80 points
• Specific Goals: 20 points
• Specific goals points awarded for black ownership, black women ownership, and ownership by persons with disabilities as per the SBD 6.1 table.

Scope: Statutory maintenance of pressure vessels and boilers at all SABS sites for 36 months.

Services required:

• Annual or ad-hoc visual inspections of pressure vessels.
• Non-destructive testing (NDT): ultrasonic testing for internal flaws, magnetic particle inspection for surface defects.
• Hydraulic pressure testing to assess structural integrity.
• Inspections of new and in-service pressure equipment for compliance with design, manufacturing, and safety standards.
• Assessment of conformity with Pressure Equipment Regulations (PER) and SANS 347.
• Preparation of detailed inspection reports (findings, non-compliances, recommendations).
• Assistance in enforcement actions for non-compliant equipment.
• Supply of pressure equipment spares as required.

Equipment covered includes:

• Air receivers (compressed air systems)
• Steam boilers
• Pressure vessels (e.g., hot water tanks)
• Associated piping and pressure systems
• Safety valves, gauges, and pressure instruments

Requirements for service provider:

• AIA Certification in accordance with PER and SANS 347.
• Technical qualification: certified course on Pressure Equipment Inspection from accredited institutions.
• Minimum 5 years’ experience with PER and relevant SANS standards.
• Hands-on experience with inspection techniques and procedures.
• Company must provide 3 reference letters for similar work (not older than 5 years).

Each proposal must include a detailed description of the Bidder’s capabilities regarding the requirements in Appendix A and the technical evaluation.

Company Experience (50% of functionality score):

• Must demonstrate experience in servicing, maintenance, and repairs of pressure vessels.
• Submit minimum 3 relevant, contactable reference letters (not older than 5 years).
• Scoring from 1 (1 reference) to 5 (5 references).

Personnel Experience (50% of functionality score):

• Submit detailed CVs for personnel with experience in servicing and maintaining pressure vessels.
• Required qualifications: Technical Diploma (Mechanical, Electrical, Metallurgical, or Welding) at minimum NQF Level 6.
• Scoring from 1 (no CV) to 5 (6+ years relevant experience).

Minimum threshold for functionality: 70%.

Submit pricing in Appendix B (Pricing/Quotation) with the following VAT-inclusive rates:

• Inspector labour rate per hour
• Artisan rate per hour
• Assistant rate per hour
• Travel fee per km (AA rates)
• Reporting rate per hour
• Total cost

Fixed markup on consumables: 15% or 20%.

Pricing must be submitted in Appendix B (Pricing/Quotation) with the following line items (VAT inclusive):

• Inspector labour rate per hour
• Artisan rate per hour
• Assistant rate per hour
• Travel fee per km (AA rates)
• Reporting rate per hour
• Total cost

Fixed markup on consumables: 15% or 20%.

Mandatory compliance requirements:

• CIDB 3ME Grading
• Valid COIDA Certificate (Liability Insurance)
• Valid AIA Certification from Department of Labour (signed by Chief Inspector)
• CSD Registration: Must be registered on National Treasury Central Supplier Database (www.CSD.gov.za)
• Tax Clearance Certificate (original and valid)
• B-BBEE Status Level Verification Certificate (issued by SANAS-accredited agency, registered auditor, or accounting officer)
• Signed Non-Disclosure Agreement (Appendix F)
• SBD 4 (Bidder’s Disclosure) and SBD 6.1 (Preference Points Claim Form)
• Audited Financial Statements (Appendix N)

Note: Failure to submit any mandatory document may result in disqualification.

B-BBEE Status Level Verification Certificate must be submitted. Points for specific goals are awarded for black ownership, black women ownership, and ownership by persons with disabilities as per SBD 6.1.

Contract duration: 36 months.

Proposals must remain valid for 180 days from submission date. SABS may request extensions in writing.

Intellectual Property: SABS retains ownership of all IP rights for materials and processes developed under the contract. Bidders must transfer all IP rights to SABS.

Confidentiality: All information is confidential under a Non-Disclosure Agreement (Appendix F). Obligations survive the tender process.

Liability: SABS is not liable for any bidder costs prior to contract signing. No services may be rendered before a formal agreement is effective.

Termination/Amendments: SABS reserves the right to modify scope, terminate, or suspend the RFP process at any time. No contract exists until both parties sign a formal agreement.

Dispute/Non-Compliance: SABS may disqualify bidders for fraudulent claims, non-compliance, or misrepresentation. Remedies include contract cancellation, cost recovery, and reporting to authorities.

SABS reserves the right to amend the RFP, discontinue the process, request presentations, conduct inspections, and reject any proposal. Proposals must remain valid for 180 days.

Mandatory requirements include CIDB 3ME Grading, valid COIDA Certificate, valid AIA Certification, CSD registration, tax clearance, B-BBEE certificate, and submission of all required appendices.

Evaluation includes mandatory requirements, functionality (company and personnel experience with 70% threshold), and preference points (80/20 system for price and specific goals).
