Data analytics, cleansing, and migration services for sasseta using caats (2025-2030)

Proposals must be submitted electronically via email to [email protected]. The maximum email size is 30MB; submissions exceeding this will be rejected. WeTransfer is permitted, but ensure no expiry date is set. Do not use Google Drive or external cloud storage links. Include all required SBD forms (1, 3.3, 4, 6.1), initialed GCC, and all mandatory compliance documents. Ensure the tender reference number is quoted in the subject line.

The evaluation follows a three-phase process: Phase 1 (Compliance/Mandatory requirements), Phase 2 (Functionality, minimum 70% threshold), and Phase 3 (Price and Specific Goals). Functionality is scored out of 100 points based on company experience in data cleansing/migration (40%), company experience in CAATs (20%), Team Leader experience in data cleansing/migration (20%), and Team Leader experience in CAATs (20%). Price and Specific Goals (80/20 system) apply to the final stage.

The scope involves conducting data analytics through CAATs and data cleansing/migration. Key tasks include verifying identification numbers, validating learner data, identifying conflicts of interest among staff/stakeholders, data scrubbing/merging, and identifying active/dormant employers. Deliverables include a comprehensive management report with recommendations. The contract runs until 31 March 2030.

Bidders must provide unit costs per rating scale using the provided Annexure B (Pricing Schedule). The award will be based on a rate-per-record verification. Travel and disbursement claims are subject to specific caps (e.g., R1,400 per night for accommodation) and must be pre-approved by SASSETA.

Mandatory: Valid registration certificate with the Information Regulator of South Africa (POPIA compliance), valid CISA certification for Team Leader(s), and completed Annexure C (CV Template). Bidders must be registered on the National Treasury Central Supplier Database (CSD) and provide a copy of the report. Specific goals require submission of a valid B-BBEE certificate/sworn affidavit, ID copies of directors, and shareholder certificates.

Submit completed Annexure B (CV of Team Leader/Project Manager) and Annexure C (CV of second Team Leader if applicable) as mandatory evaluation documents. Failure to submit either annexure will result in automatic disqualification. No submission address, portal, or additional deadline details are provided.

Mandatory evaluation documents: Annexure B and Annexure C (CVs of Team Leaders). These will be used to assess assignments led by the Team Leader/Project Manager. Non-submission of either annexure leads to automatic disqualification. No scoring method, weighting, or additional criteria are specified.

Scope: Conduct data analytics using Computer Assisted Audit Techniques (CAATs) and perform data cleansing and migration in the learner management environment from appointment date until 31 March 2030. Required: Details of previous work by proposed Team Leader(s), including employer, client, description of work, and duration, to be listed in Annexure B and C.
