Submit bids exclusively via email to [email protected] by 26 May 2026 at 12:00. Late submissions or submissions to any other email address will be rejected. Required documents: fully completed SBD1 (Invitation to Bid), SBD4 (Bidder’s Disclosure), SBD6.1 (accompanied by original or certified B-BBEE Status Level Verification Certificate or Sworn Affidavit for EMEs/QSEs), SBD7.2 (Contract Form), and a quotation on company letterhead. Bids must use official forms without re-typing. Successful bidders must sign SBD7. Only designated contacts may be approached for queries: Martin Ndobe (SCM) or Guy Hausler (technical). Non-compliance with submission rules (e.g., incorrect email, late delivery, incomplete forms) will disqualify the bid.

Mandatory requirements (failure to comply disqualifies bid): Registration on Central Supplier Database (CSD) with proof; valid Tax Compliance Status (TCS) PIN or CSD number; submission of all required SBD forms (SBD1, SBD4, SBD6.1, SBD7.2) and supporting documents; no directors/members employed by the state or listed as tender defaulters/restricted suppliers; compliance with POPIA. Preferential criteria (20 points total): B-BBEE Status Level (higher points for higher black ownership/women ownership, e.g., 90-100% = 10 points, 70-89% = 8 points, etc.); authorization from OEM (Snijders Labs) as a service provider (10 points). Evaluation phases: Mandatory compliance check first, followed by functionality/price and preference evaluation. Lowest acceptable tender determines 80/20 preference point system application.

Scope: Servicing, maintenance, and repairs of Snijders Labs HF570-86 ULT Chest Freezers in Skukuza (Kruger National Park) and Kimberly laboratories for 3 years. Work includes: routine bi-annual inspections/servicing of each unit; stripping, fault-finding, and repairs of failed/damaged units; emergency call-outs as needed. Technicians must: understand bio-safety protocols; handle potentially infectious/zoonotic pathogens; use suitable PPE. Additional requirements: no disruption to laboratory operations; adherence to OHS Act and Animal Diseases Act; service provider covers all costs (transport, accommodation, park entry fees not provided by SANParks). Off-site repairs may be required (SANParks handles transport). Contract may expand to include additional/replacement equipment. Damaged/lost items due to negligence will be replaced at the provider’s cost. Invoicing per completed job as per quotation. Emergency call-outs selected based on shortest lead time. List of freezers (serial numbers and locations) provided in document.

Provide a detailed pricing schedule for the contract duration. Include all costs (service, call-out fees to Skukuza and Kimberly, overheads, taxes) in the total bid price. Pricing is for indication only (not evaluation). Payment terms: within 30 days of invoice receipt, per PFMA. Invoicing occurs upon completion of each job. Successful bidders may be required to furnish performance security (e.g., bank guarantee or cashier’s cheque) within 30 days of award notification.

Mandatory: Registration on Central Supplier Database (CSD) with proof of registration; submission of Tax Compliance Status (TCS) PIN or CSD number (apply via SARS e-filing at www.sars.gov.za); VAT registration number; B-BBEE Status Level Verification Certificate or Sworn Affidavit (for EMEs/QSEs) to qualify for preference points. For consortia/joint ventures/sub-contractors: each party must submit separate TCS/CSD proof. No bids accepted from state employees or entities with state-employed directors/members. Foreign suppliers: must confirm RSA residency/branch/permanent establishment or income/tax liability; if none, no SARS TCS PIN required. Additional mandatory documents: SBD1, SBD4, SBD6.1, SBD7.2, company letterhead quotation. Non-compliance with any requirement may invalidate the bid.
