• Submit bid via email ONLY to [email protected] by 15 June 2026 at 12h00 (South African Time). Late submissions will be rejected.
• Break submission into at least four (4) separate attachments, each ≤4MB. Do not send as one large file.
• Use the official tender forms provided in the document. Do not retype or alter them unless correcting errors (initial all alterations).
• Complete ALL returnable documents in full. Sign each page or stamp with the bidder’s stamp as proof of reading.
• Use the same subject line as the tender invitation email.
• Submissions to any other email address will be disqualified.
• Bid validity period: 12 weeks (84 days) from closing time. Prices must remain fixed for this duration.
• Ensure the bid is signed by a person with authority to act on behalf of the bidder. Provide proof of authority (e.g., company resolution).
• Telegraphic, telephonic, telex, facsimile, or e-mail tenders (outside the specified email) are NOT accepted.
• Failure to comply with tax compliance (TCS PIN or CSD number) or other mandatory requirements may render the bid invalid.

Evaluation follows a multi-stage process:

STAGE 1: Test for Responsiveness

• Bid must comply with all tender conditions, be fully completed, signed, and responsive to requirements.

STAGE 2: Mandatory Administrative Criteria (Disqualification if not met)

• CIDB contractor grading: 3 GB or higher.
• Fully completed and signed Form of Offer (C1.1).
• Attendance at compulsory briefing AND site inspection (sign attendance register).
• Valid Certificate of Good Standing (COIDA) from the Compensation Commissioner.

STAGE 3: Functionality Evaluation (Minimum 70/100 points to proceed)

• Tenderer’s/Company’s Previous Experience (50 points):

• Proof of general building infrastructure projects completed in the last 15 years.

• Each project must have a minimum construction value of R1 million (excl. VAT).

• 10 points per qualifying project (submit Form A5 + client reference letters).

• Experience of Key Staff (50 points):

• Construction Manager/Site Supervisor must have a Building/Civil Engineering qualification (BEng/BSc/National Diploma/BTech).

• Proof of experience as Construction Manager/Site Supervisor on completed civil/general building projects.

• 10 points per qualifying project (submit Form C6 + CV + contactable references).

STAGE 4: Price and Preference (80/20 split for bids ≤ R50 million)

• Price (80 points): Scored using the formula: Ps = 80(1 - (Pt - Pmin)/Pmin), where Ps = points for price, Pt = tender price, Pmin = lowest acceptable tender price.
• Preference (20 points): Awarded based on B-BBEE status and specific goals:

• B-BBEE Level 1: 5 points, Level 2: 4.5, Level 3: 4, Level 4: 3, Level 5: 2, Level 6: 0.5, Level 7: 0.3, Level 8: 0.1.

• Black youth majority-owned: 5 points.

• Black women majority-owned: 5 points.

• Majority owned by people with disabilities: 5 points.

• Non-compliant contributor: 0 points.

• Submit proof: Original/certified B-BBEE certificate from SANAS-accredited agency or sworn affidavit. For JVs, a consolidated certificate is required.

STAGE 5: Objective Criteria

• Awarded to the highest points scorer unless objective criteria justify awarding to another bidder. If no bidder meets objective criteria, the highest scorer wins.

Scope: Installation of temporary ablution facilities and repair of existing ablution for a 17-month period at George Airport.

Key Requirements:

• Only tenderers with a CIDB contractor grading of 3 GB or higher may submit offers.
• Works involve general building construction (refer to Parts C3 and C4 of the tender documents for detailed scope and site information).
• Bidders MUST attend the compulsory briefing and site inspection to qualify. Site inspection provides critical understanding of airport requirements and restricted area access.
• For site inspection, each attendee must bring:

• ID document or driver’s license.
• Safety boots.
• Reflector vest.

• Temporary Airport Permits are mandatory for restricted area access. Cost: R50 per person. Apply at the airport 2 hours before the briefing.
• Detailed deliverables, standards, and service levels are specified in Part C3 (Works Information/Scope of Work) and Part C4 (Site Information).

• Pricing must follow the format in Part C2 (Pricing/Activity Schedules) of the tender documents.
• Rates and prices must be FIXED for the full 17-month contract duration. No adjustments for contract price fluctuations or foreign exchange rates are permitted.
• Include all duties, taxes (except VAT), and levies in the rates. VAT must be shown separately as an addition to the total price.
• Prices must be quoted in South African Rand (ZAR).
• The employer may request securities, bonds, guarantees, and certificates of insurance before contract formation (refer to Part C1.3 and Appendices 1-3).
• Payment terms and insurance requirements are detailed in the contract data and appendices.

Mandatory for bid validity (failure to comply may disqualify the bid):

• CIDB Registration: Contractor grading of 3 GB or higher.
• Tax Compliance: Submit SARS Tax Compliance Status (TCS) PIN. If unavailable, provide Central Supplier Database (CSD) number. For consortia/JVs/sub-contractors, each party must submit separate TCS PIN/CSD proof.
• B-BBEE: To claim preference points, submit:

• Valid B-BBEE certificate from a SANAS-accredited agency, OR
• Sworn affidavit (for exempted entities).
• For JVs: Consolidated B-BBEE certificate required.

• Certificate of Good Standing (COIDA): Valid certificate from the Compensation Commissioner.
• Mandatory Forms: Fully completed and signed Form of Offer (C1.1).
• Attendance: Compulsory briefing AND site inspection (sign attendance register).

Additional Notes:

• Foreign suppliers: Must complete the Questionnaire for Bidding Foreign Suppliers in the tender document if not a RSA resident or without a permanent establishment in RSA.
• Proof of authority to sign the bid must be submitted (e.g., company resolution).
