Evaluation occurs in stages:

• Stage 1: Test for Responsiveness – bid must comply fully with tender requirements.
• Stage 2: Mandatory Administration Criteria – CIDB contractor grading 4SH or higher; completed and signed Form of Offer C1.1; COIDA compliance.
• Stage 4: Functionality Evaluation – Minimum threshold of 50 out of 100 points required.

• Company Experience (20 points): Proof of similar projects in alien vegetation monitoring/eradication via reference letters on client letterhead. Scoring: 2-5 years=10 points, 5-10 years=15 points, >10 years=20 points.
• Key Personnel Experience (80 points total):

• Herbicide Applicator (20 points): Higher Certificate/NDip or higher in relevant field plus compulsory registration with Dept. of Agriculture, Forestry and Fisheries.

• Site Manager/Site Foreman (20 points): NDip or higher in relevant field.

• Plant/Flora Specialist (20 points): NDip or higher in Natural/Environmental Management/Sciences or related field.

• Health and Safety Officer (20 points): SACPCMP/SAIOSH certification or similar.

• Stage 4: Price and Preference – 80/20 preference point system applied (80 points for price, 20 for specific goals). Price scoring formula provided. Preference points awarded for B-BBEE status level, black youth/women/disabled majority-owned entities.

• Scope: Provision of a service provider for alien and invasive vegetation monitoring and eradication at King Phalo Airport (KPA) for a period of three (3) years.
• Mandatory contractor requirement: CIDB grading of 4SH or higher.
• Key personnel must hold specified qualifications and registrations:

• Herbicide Applicator: Higher Certificate/NDip or higher in Horticulture, Botany, Forestry, Built Environment or related field, plus compulsory registration with Dept. of Agriculture, Forestry and Fisheries.
• Site Manager/Site Foreman: NDip or higher in Horticulture, Botany, Forestry, Built Environment or related field.
• Plant/Flora Specialist: NDip or higher in Natural/Environmental Management/Sciences or related field.
• Health and Safety Officer: SACPCMP/SAIOSH certification or similar.

• Company must demonstrate proven track record with similar projects via reference letters on client letterhead, detailing project duration, value, and type of work.
• Contract will be based on CIDB Standard Conditions of Tender and includes detailed scope of work in Part C3.

• Pricing must be in Rand and fixed for the full contract duration; no contract price adjustments or foreign fluctuations allowed.
• VAT must be shown separately as an addition to the tendered total.
• Rates and prices must include all duties and taxes (except VAT) applicable 14 days before closing.
• The employer will not compensate tenderers for costs of preparing or submitting the bid.
• No specific bonds, guarantees, or insurance requirements are detailed in the extracted sections; refer to contract data for securities.

• Tax Compliance: Submit SARS Tax Compliance Status (TCS) PIN or CSD number. If no TCS PIN but registered on CSD, provide CSD number. For consortia/JV/sub-contractors, each party must submit separate TCS certificate/PIN/CSD number.
• B-BBEE: Proof required to claim preference points. Provide sworn affidavit or SANAS-accredited B-BBEE certificate (joint ventures require consolidated certificate).
• CIDB: Contractor grading of 4SH or higher is mandatory.
• COIDA compliance is required.
• Central Supplier Database (CSD) registration is referenced.
• Foreign suppliers must complete a questionnaire; if answer 'No' to all questions, TCS PIN registration is not required.
