• Initial all pages of your bid. Failure to do so may result in rejection.
• Required returnable documents: Completed and signed Pricing Schedule (Annexure G), SBD 4 (Bidder’s Declaration), SBD 6.1 (Preference Points Claim Form), and Bidder’s Disclosure (Annexure C).
• Ensure all standard bidding documents (SBDs) are complete and correct. Incomplete or incorrect submissions may be rejected.
• The South African Weather Service (SAWS) reserves the right to reject bids not meeting specifications, with incomplete documentation, or from non-compliant bidders. SAWS is not obliged to return any proposal.
• Subcontracting: If applicable, submit proof of subcontracting agreement between the main tenderer and subcontractor.
• Joint ventures/consortia: Submit a signed teaming agreement.

Evaluation occurs in 4 phases:

Phase 1: SCM Compliance Requirements

• Verify completeness and correctness of submitted documents. Bids may be rejected if incomplete or incorrect.
• Required documents: CSD registration proof, SBD 3.3 (Pricing Schedule), SBD 4 (Bidder’s Declaration), SBD 6.1 (Preference Points Claim Form), SARS Tax Compliance Status PIN/certificate, valid B-BBEE certificate or sworn affidavit (for EMEs/QSEs).

Phase 2: Mandatory Requirements

• CIDB registration: Minimum 1GB or higher (proof required).
• Compulsory site briefing: Must attend and sign the attendance register at Irene Weather Office on 03 June 2026 at 11:00 AM.
• Warranty: Provide a confirmation letter for a 12-month warranty on workmanship.
• Non-compliance with any mandatory requirement disqualifies the bid.

Phase 3: Functional Evaluation (Minimum 70% score required to proceed to Phase 4)

• Criteria and scoring:

• Years of experience (Weight: 40): 0 (no experience), 10 (1 year), 20 (2-3 years), 30 (4-5 years), 40 (6+ years).

• Contactable references (Weight: 20): 0 (none), 10 (1 reference with all details), 15 (2 references with all details), 20 (3+ references with all details). References must include client name, contact person, contact details, description of service, and signed letters on official letterheads.

• Delivery time (Weight: 40): 0 (not indicated), 10 (6+ weeks), 20 (5 weeks), 30 (4 weeks), 40 (3 weeks).

Phase 4: Price and Specific Goals

• Scoring system: 80/20 (80 points for price, 20 points for B-BBEE status).
• B-BBEE points: Level 1 (20), Level 2 (18), Level 3 (14), Level 4 (12), Level 5 (8), Level 6 (6), Level 7 (4), Level 8 (2), Non-compliant (0).
• The bidder with the highest total points (price + B-BBEE) will be awarded the contract, subject to meeting all prior requirements.

Scope: Supply and installation of security solutions at two SAWS offices.

Irene Weather Office:

• Supply and install 1 retractable aluminium security burglar (silver) for a large window.

• Design: Opens side-by-side, lockable in the centre with a key, mounted wall-to-wall (side-to-side and bottom-up).

• Specifications: Installed on a large aluminium window frame. Dimensions: Height 1.97m, Length 3.74m.

• Additional: Relocate existing blinds and curtain rail to install the burglar behind them. Bidder must verify measurements before manufacturing and installation.

Polokwane Weather Office:

• Supply and install 1 aluminium single door set with lockset (silver).

• Design: Aluminium-frosted laminated safety glass, fitted with heavy-duty handles and hinges.

• Specifications: Dimensions: Height 2.1m, Length 0.9m.

• Mounting: Installation onto the existing steel door frame.

Purpose: Enhance physical security to protect sensitive equipment, data, and staff safety at both offices.

• Pricing: All prices must be in South African Rand (ZAR) and inclusive of VAT.
• Ceiling Price: Submit a total ceiling price for the entire project, including all expenses.
• Cost Breakdown: Provide a detailed cost breakdown of the ceiling price, including all components.
• Commencement Period: Indicate the period required to commence the project after bid acceptance.
• Rate Firmness: State if quoted rates are firm for the full project duration. If not, provide details of the adjustment basis (e.g., Consumer Price Index).
• Payment Terms: Invoices will be settled within 30 days of receipt, unless otherwise agreed.
• Financial Stability: SAWS reserves the right to request the latest audited financial statements to assess bidder stability. Failure to provide these may result in bid rejection.

Mandatory for all bidders:

• Central Supplier Database (CSD): Must be registered. Provide CSD registration number.
• Tax Compliance: Submit a SARS Tax Compliance Status (TCS) PIN or printed TCS certificate. If no TCS PIN is available but registered on CSD, provide CSD number. Foreign suppliers without SA tax obligations must complete the foreign supplier questionnaire (Annexure A).
• B-BBEE: Submit a valid B-BBEE certificate or sworn affidavit (for EMEs and QSEs) to qualify for preference points. Points are awarded based on B-BBEE status level (see evaluation criteria).
• CIDB Grading: Minimum CIDB 1GB or higher. Provide proof of registration.
• Standard Bidding Documents (SBDs): Complete and sign SBD 4 (Bidder’s Declaration) and SBD 6.1 (Preference Points Claim Form).
• Disqualifications: Bids will be rejected if:

• Bidder is a person in the service of the state, or a company/director/member is in state service.
• Bidder is listed in the Register for Tender Defaulters or the List of Restricted Suppliers.
• Bidder fails to comply with any mandatory requirement (e.g., CSD, tax, CIDB, site briefing attendance).

• Additional: Comply with POPIA requirements by submitting the POPIA Supplier Notice and Consent form (Annexure I).
