Evaluation follows a three-phase process: Phase 1 (SCM Compliance), Phase 2 (Technical Compliance), and Phase 3 (Price and Specific Goals). The 80/20 preference point system applies (80 points for price, 20 points for specific goals). Bidders must sign the technical declaration in Annexure H to proceed to Phase 3.

Supply and delivery of: 1) 14 boxes of laminate multi-fold hand paper towels (2-ply, 20 packs/box, 90+ sheets/pack, Twinsaver or equivalent); 2) 16 bales of single-ply virgin toilet paper (48 rolls/bale, 500+ sheets/roll); 3) 12 boxes (60 reams) of plain white A4 paper (80GSM).

Pricing must include delivery costs to the Gqeberha/Port Elizabeth office. Payments are settled within 30 days of invoice receipt. SAWS reserves the right to request audited financial statements to verify financial stability.

Mandatory requirements: CSD registration (provide MAAA number), valid SARS Tax Compliance Status (PIN or certificate), completed SBD 4 (Bidder's Disclosure), completed SBD 6.1 (Preference Points Claim Form), and signed technical declaration (Annexure H). B-BBEE certificate or sworn affidavit required for specific goal points. Joint ventures must provide a signed teaming agreement.
