– > 50 % ownership by persons with disabilities

• To claim Specific Goals points, submit a fully signed SBD 6.1 form together with the required evidence (B‑BBEE certificate or sworn affidavit, CSD registration report, ownership certificate, medical certificate for disability, etc.).
• DFFE may request additional information to verify any claim and will disqualify bidders for fraudulent or incomplete submissions.

• Supply and deliver the meat items listed in Annexure A to the SANAP Warehouse at East Pier Building, V&A Waterfront, Cape Town.
• All meat must comply with the South African Foodstuffs, Cosmetics and Disinfectants Act, Health Act, Meat Safety Act and SA Trade Metrology Act.
• Products must meet current SABS agricultural standards and be sourced from state‑approved abattoirs/factories.
• Mandatory certifications:

– Halaal certificate for all non‑pork items (pork may be supplied non‑Halaal).

– Food Premises Certificate (municipal).

– ISO 22000 or HCCP with ISO 9001/ISO 22002 certification.

– Veterinary‑approved establishment certificate.

• Minimum shelf life: 14 months.
• Delivery must occur within 10 working days of receiving a complete order, during DFFE working hours (07:30–16:00) unless otherwise agreed.
• Packaging:

– Primary packaging must display clear grade markings and be vacuum‑wrapped, then frozen.

– Secondary packaging in clean, food‑grade cardboard cartons (max 16 kg), double‑cross strapped, damp‑proof, and labelled with company name, packaging date, use‑by date, net weight, product description, portions, user (Gough Island) and Halaal/Kosher indication.

• Cold chain: product must be maintained at ≤ ‑18 °C from freezing through transit, storage and delivery in a refrigerated vehicle. Any consignment above this temperature will be rejected.
• Upon delivery, provide a fully updated stock list, allow inspection time, replace any non‑compliant items within 48 hours, and submit a detailed invoice to the head of SCM within 5 days of final delivery.

• Mandatory certifications: ISO 22000 or HCCP with ISO 9001/ISO 22002, Halaal certificate (except for pork), Veterinary‑approved establishment certificate.
• All meat must conform to SABS and agricultural product standards.
• Supplier’s processing facility must operate a quality management system approved by SABS (e.g., ISO 22000) and provide proof with the bid.
• Premises must comply with all relevant hygiene and health regulations and are subject to DFFE inspection.
• Supplier must keep storage facilities clean, insect‑free and free of contaminants; facilities may be inspected by DFFE officers.
• Replace any damaged or expired items at the supplier’s expense.
• Upon delivery, submit a complete stock list and a detailed invoice to the head of SCM within five (5) days of final delivery.
• Maintain the cold chain (≤ ‑18 °C) up to the point of delivery.

• Quote each meat item listed in Annexure A on a per‑pack basis, using the exact pack sizes and quantities specified.
• Include all delivery costs and applicable taxes in the unit price.
• Provide a consolidated price list covering all items, with a clear total price.
• Ensure the quotation states the validity period (minimum 90 days) and your banking details.
• Submit the price schedule together with the required certifications and SBD forms.

• Prices must be firm until delivery; adjustments are only permitted for exchange‑rate variations.
• Quotation must include all delivery costs and all applicable taxes (VAT, PAYE, income tax, UIF, skills‑development levies).
• DFFE reserves the right to negotiate prices with the preferred tenderer in line with legislative requirements.
• No goods/services may be delivered before an official order is issued.
• Late delivery may attract a penalty of up to 5 % of the total order value.

• Register on the Central Supplier Database (CSD) and provide the CSD registration report or MAAA number.
• Provide a valid SARS Tax Status PIN (or CSD number/report) and remain compliant with all tax legislation for the contract term.
• To claim preference points, submit a complete SBD 6.1 form together with:

– SANAS/CIPC‑accredited B‑BBEE certificate or sworn affidavit

– Ownership certificate (CIPC)

– Medical certificate (if claiming disability points)

– CSD registration report

• Mandatory certifications (must be submitted with the quotation):

• Quoted prices must remain firm until delivery; only exchange‑rate variations are permitted for adjustments.
• No goods or services may be delivered before an official order is issued by DFFE.
• Failure to meet agreed delivery timelines may result in order cancellation and placement on the National Treasury’s restricted‑supplier database.
• Tenderers must complete and sign the SBD 4 and SBD 6.1 forms.
• Fraudulent claims may lead to disqualification, contract cancellation, cost recovery, a ban from public‑sector contracts for up to 10 years, and possible criminal prosecution.
