Evaluation stages: functionality first, then price and preference.

Functionality threshold: an overall minimum of 80 points out of 100 must be achieved to proceed to price and preference evaluation. Bidders failing the minimum score per criterion are disqualified.

Functionality criteria (total 100 points):

• Key Personnel Experience (30 points):
• Project Manager: expert (5+ years managing commercial plumbing/water dispenser/building services installations) = 10 points; novice = 0.
• Plumber: expert (3+ years in plumbing and installation of commercial potable water systems) = 10 points; novice = 0.
• Electrician: expert (3+ years connecting commercial equipment) = 10 points; novice = 0.
• Key Personnel Qualifications (30 points):
• Project Manager: Degree/BTech (NQF Level 7) in a relevant built environment profession (Construction Management, Civil Engineering, or Project Management) = 10 points; otherwise 0.
• Plumber: trade test (Plumbing) = 10 points; otherwise 0.
• Electrician: trade test certificate (Electrical) = 10 points; otherwise 0.
• Certified copies of qualifications must be attached. Foreign qualifications must be verified by SAQA; SAQA certificates must be submitted.
• Company References (40 points):
• Three reference letters for similar supply and installation of commercial drinking water dispensers, hydration stations, or water purification dispenser systems, each with a minimum value of R250,000 (excl. VAT), within the last 10 years.
• 3 relevant references = 40 points; 2 = 20 points; fewer than 2 = 0 points.
• Reference letters must be signed, on company letterhead, and include project description, value, duration, and contact details.

Price and preference: 80/20 split (80 points price, 20 points specific goals).

Scope: design, supply, installation, testing, commissioning, and handover of eight (8) commercial-grade purified water dispensers at O.R. Tambo International Airport, connected to the existing potable water reticulation system.

Dispenser requirements:

• Vandal-resistant, with bottle-filling stations and touch-free dispensing.
• Integrated purification: sediment filtration, activated carbon filtration, UV sterilisation (or approved equivalent), pressure regulation, and water quality monitoring.
• Each dispenser fitted with a dedicated 25-litre insulated stainless-steel chilled water storage tank and integrated chilling unit maintaining water temperature between 5°C and 10°C.
• Automatic replenishment from the purified water supply to meet peak passenger demand.

Installation works: all plumbing and electrical works, including pipework, valves, drainage, power connections, mounting structures, and reinstatement of affected finishes.

Testing and commissioning: water quality testing per SANS 241 Drinking Water Standards, leak testing, pressure testing, and verification of cooling performance.

Aesthetic requirements: modern, sleek, architecturally compatible with the airport; concealed services; high-quality corrosion-resistant materials (e.g. brushed or polished stainless steel); no exposed pipework or cabling.

Design approval: before procurement and installation, submit product brochures and datasheets, high-resolution images and renders, colour schemes and finishes, installation layout drawings, and details of any enclosure or cladding.

Deliverables: detailed design and drawings, supply of eight dispensers, purification systems, chilled water tanks, plumbing and electrical infrastructure, installation and integration, training for ACSA maintenance personnel, operation and maintenance manuals, as-built drawings, warranties, commissioning certificates, and a handover package.

Timeline: entire project completed within 12 weeks from site handover.

Defects liability: minimum 12 months.

Background: currently no purified water dispensers exist at ORTIA.
