Submit bids in sealed envelopes to the Tender Box at Prince Albert Municipality’s Finance Division, Thusong Centre, Adderley Street, Prince Albert, 6930 by 12:00 on 05 June 2026. Use only official forms (do not retype). Complete in black ink. Late, telephonic, fax, email, or telex submissions are not accepted. Required documents: Tax compliance PIN (SARS), Municipal Accounts Clearance Certificate or proof of rates/taxes, valid B-BBEE certificate (original or certified copy), certified copies of qualifications/professional registrations (e.g., SACPCMP for Pr CHSA), and proof of Professional Indemnity (PI) insurance. A non-refundable R150 fee is required for document collection (cash or EFT). No electronic copies of documents will be provided. Bids from persons in the service of the state will not be considered.

Disqualification risks: Service provider in state service, listed on Register of Tender Defaulters, abused SCM system, failed to perform on previous contracts without remedy, or not registered on CSD (unless foreign with no local entity). Technical requirements: Must employ a full-time Professional Construction Health and Safety Agent (Pr CHSA) registered with SACPCMP. Must demonstrate competence and resources to perform services per Construction Regulations and OHSA. Must have valid Professional Indemnity (PI) insurance and Public Liability Cover. Preference points: B-BBEE Status Level (10 points) and Locality (10 points). Acceptance criteria: Lowest, highest, or any quotation may not necessarily be accepted. Employer reserves right to accept partially, wholly, or withdraw the request.

Scope: Provide Construction Health & Safety (OHS) Agent services for the upgrading of Odendaal Sport Facility. Key deliverables: Approve contractor’s H&S plan, appoint competent risk assessor for inductions/training, ensure H&S plan implementation, maintain H&S file, conduct monthly site inspections/audits, submit monthly compliance reports, stop non-compliant work, and submit final audit report with H&S file. Additional services require prior written approval. Reports must include: compliance status, physical/administrative findings, incidents/accidents, recommendations, and photo evidence. Standards: DoL OHS Construction Regulations 2014, ILO Codes of Practice (1972, 1992). Eligibility: Must employ a full-time Professional Construction Health and Safety Agent (Pr CHSA) registered with SACPCMP. Must have competencies/resources to meet Construction Regulations under OHSA. Project managed under Corporate & Community Services; report to Manager: Community Services. Employer’s objectives: Mitigate construction health and safety risks, comply with OHSA/Construction Regulations, and ensure Contractor adherence.

Pricing: Submit lump-sum fees for Normal Services (e.g., baseline risk assessment, H&S plan preparation, construction monitoring, monthly audits) and time-based rates for Additional Services (e.g., OHS Agent/Manager/Officer hours). Budget per activity must not be exceeded without Employer approval. Recoverable expenses: Travel, accommodation, subsistence (for Additional Services only), and approved costs (e.g., document reproduction). Payment: Based on deliverables for Normal Services; actual hours/costs for Additional Services (with timesheets/invoices). Insurance: Professional Indemnity (PI) cover of at least twice the fee amount (minimum R3,000,000 for other services) and Public Liability Cover of at least R10,000,000 per claim. Penalties: R1,000 per day for missed milestones (max 20% of project fees). Subcontracting: Max 25% of contract value to subcontractors with lower B-BBEE status (unless exempted micro-enterprises). PI insurance validity must cover the contract period (90 days).
