SAMSA reserves the right to disqualify bidders with supporting documents not duly submitted. Delivery costs must be included in the total quotation. Price quoted must remain valid for at least 60 days after the closing date. Required returnable documents: Signed SBD (RFQ) forms, quotation on company letterhead, pricing schedule, and all supporting documents listed in the checklist.

Evaluation will use either the 80/20 or 90/10 Preferential Procurement Point System, determined by the lowest/highest acceptable bid value. Points are awarded for: (a) Price (80 or 90 points) and (b) Specific Goals (20 or 10 points). Price points are calculated using the formula: Ps = 80(1 - (Pt-Pmin)/Pmin) or Ps = 90(1 - (Pt-Pmin)/Pmin). Specific Goals include: Equity ownership by HDIs (no franchise pre-1993), women, disabled persons, youth, and locality. Maximum points per goal: 80/20 system - HDI (7), Women (5), Disabled (2), Youth (3), Locality (3); 90/10 system - HDI (4), Women (2), Disabled (1), Youth (1), Locality (2). Supporting documents (ID copies, CIPC CK1, BBBEE certificate, proof of address, medical certificates) are mandatory for claiming points. Failure to submit proof means no points are awarded for specific goals. SAMSA may require substantiation of claims at any time.

Items to be calibrated: Aeromarine SRT MRTS-7M (Main Unit) SN: 23250 (Quantity: 2), MF/HF Power Sensor (Quantity: 2), VHF Power Sensor (Quantity: 2), SART Tester (Quantity: 2). Total bid price must be inclusive of VAT (15%). Pricing must be provided on a company letterhead with a detailed pricing schedule. Delivery costs must be included in the total quotation and will not be evaluated separately. Price quoted must remain valid for at least 60 days after the closing date.

Tax Compliance: Submit Tax Compliance Status (TCS) PIN issued by SARS or CSD number. Apply for TCS PIN via e-filing at www.sars.gov.za. Foreign suppliers not liable for RSA taxation are exempt from TCS PIN but must complete the foreign supplier questionnaire. B-BBEE: Valid B-BBEE certificate required. CIPC: CK1 registration document required. ID copies of all listed owners as per CSD report required. Proof of address (not older than 3 months) required for locality points. Medical certificate/assessment required for disabled ownership claims. Consortiums/JVs: Each party must submit separate TCS certificate/PIN/CSD number and complete the Consortium/JV Ownership Form. No bids will be considered from persons in the service of the state or companies with directors/members in the service of the state. Bidders must not be listed in the Register for Tender Defaulters or List of Restricted Suppliers. SBD 4 (Bidder’s Disclosure) and SBD 6.1 (Preference Points Claim Form) must be completed and submitted.
