• The ATM reserves the right not to appoint any service provider, not to accept the lowest-priced proposal, and to cancel the RFQ without liability.

Minimum 5 years proven experience in fundraising/funding development; Experience working with public entities, museums, heritage or cultural institutions; Valid CSD registration and SARS tax compliance; Valid B-BBEE certificate or sworn affidavit; Company registration documents; Proof of banking details; Must achieve minimum 70/100 technical functionality score.

• Purpose: Establish a panel of professional service providers for sustainable funding, fundraising, resource mobilisation and partnership development to support the Afrikaans Taalmuseum and Monument (ATM) for a period of three years (as and when required).
• Scope of services includes support for:

• Heritage preservation and restoration projects.
• Capital works and infrastructure improvement projects.
• Visitor experience enhancement initiatives.
• Cultural and educational programmes.
• Environmental sustainability initiatives.
• Community engagement programmes.
• Tourism development and revenue-generating initiatives.
• Other strategic priorities of the ATM.

• Key service areas:

• Development of sustainable funding and partnership development strategies.
• Identification of funders, donors, sponsors and strategic partners.
• Development of funding proposals, grant applications and concept documents.
• Partnership and sponsorship development, including facilitation of strategic partnerships.

• Minimum technical requirements:

• Minimum five years proven experience in fundraising, funding development, resource mobilisation, partnership development, donor management or related services.
• Experience working with public entities, government institutions, cultural institutions, heritage organisations, museums, tourism organisations, PBOs, trusts, foundations or similar.
• Knowledge of local, regional and international funding opportunities relevant to heritage, arts, culture, tourism, education and related sectors.
• Experience in corporate sponsorship development and strategic partnerships.
• Provision of suitably qualified personnel.
• At least three contactable references for similar services rendered.

• Expected deliverables vary per assignment but may include strategies, databases, proposals, sponsorship packages, stakeholder engagement plans, progress reports and monitoring reports.
• Reporting to CEO/Director or delegated official; performance monitored based on quality, timeliness, compliance and achievement of deliverables.

• For technical evaluation, bidders must submit a detailed technical proposal demonstrating:

• Understanding of the ATM’s mandate and strategic objectives.
• Proposed funding and partnership development approach.
• Methodology for identifying funding opportunities.
• Approach to donor, sponsor and stakeholder engagement.
• Reporting and monitoring methodology.
• Implementation plan.

• This forms part of the technical functionality assessment, weighted at 25 points.

• Minimum five years proven experience in fundraising, funding development, resource mobilisation, partnership development, donor management or related services.
• Experience working with public entities, government institutions, cultural institutions, heritage organisations, museums, tourism organisations, PBOs, trusts, foundations or similar.
• Knowledge of local, regional and international funding opportunities relevant to heritage, arts, culture, tourism, education and related sectors.
• Experience in corporate sponsorship development and strategic partnerships.
• Provide suitably qualified personnel and at least three contactable references for similar services rendered.
• Submit CVs and qualifications of key personnel; evaluation considers relevant qualifications, years of experience, fundraising expertise, partnership development experience and experience in similar assignments.

• Bidders must complete the pricing schedule (SBD 3.3) for professional services.
• Indicate a ceiling price for the project inclusive of all applicable taxes.
• Provide hourly and daily rates for persons involved, along with their positions.
• Outline phases of the project with cost per phase and man-days required.
• Detail travel expenses and other expenses (accommodation, telephone, reproduction) with rates, quantities and amounts; only actual costs recoverable with proof.
• Specify period required to commence after acceptance and estimated worker-days for completion.
• Indicate if rates are firm for the full contract period; if not, detail adjustment basis (e.g., consumer price index).

• Payment for services based on individual assignment requirements and ATM-approved rates.
• Submit professional rates:

• Hourly rates for roles such as senior funding specialist, funding consultant, partnership development specialist, proposal writer, research and stakeholder engagement support.
• Daily rates for facilitator/workshop support.
• Project-based rates where applicable.

• No work may commence without written confirmation and instruction from the ATM.
• Proposals based solely on commission, contingency fees, or a percentage of funding secured will not be considered unless expressly approved in writing by the ATM for a specific assignment.
• Submit detailed invoices, timesheets (where applicable), progress reports and supporting documentation for payments.
• Payments processed in accordance with contractual agreement, PFMA, Treasury Regulations, applicable SCM prescripts and ATM financial procedures.
• Bidders must complete the pricing schedule (SBD 3.3) indicating ceiling price, hourly/daily rates, phased costs, travel and other expenses.

• Mandatory administrative requirements:

• Valid registration on the Central Supplier Database (CSD).
• Valid SARS tax compliance status.
• Completed and signed applicable Standard Bidding Documents (SBD).
• Company registration documents.
• Valid B-BBEE certificate or sworn affidavit where applicable.
• Proof of banking details.
• Company profile.
• Any additional supporting documentation required by the ATM.

• Failure to submit these documents leads to immediate disqualification.
• The ATM will verify bidders against the National Treasury database for the List of Restricted Suppliers and Register for Tender Defaulters prior to award.
• Tax compliance: Bidders must provide a Tax Compliance Status (TCS) PIN or certificate; if not available but registered on CSD, a CSD number must be provided.
• B-BBEE: Submit a valid B-BBEE certificate or sworn affidavit to qualify for preference points.

• Environmental sustainability initiatives are included in the scope of services the ATM requires support for.
• Service providers may be involved in developing funding and partnership opportunities related to environmental sustainability.
• Corporate Social Investment (CSI) and Environmental, Social and Governance (ESG) funding support are listed as potential service areas.

• The ATM reserves the right to amend RFQ conditions, validity period, specifications or extend the closing date before the closing date, with written notice to respondents.
• The ATM may not appoint any service provider, vary or amend RFQ terms prior to adjudication, not accept the lowest or any proposal, award the RFQ in whole or part without reasons, or cancel/withdraw the RFQ without liability.
• Appointment as a successful contractor is subject to mutual agreement on contractual terms within 30 days from appointment date; failing which, the ATM may appoint the next-rated contractor.
• The service provider's offer is subject to the terms and conditions contained in the RFQ document.

• Proposals evaluated in three phases: administrative compliance, technical functionality, and pricing/preferential procurement.
• Technical functionality scored out of 100 points across six criteria: understanding/methodology (25), relevant experience (20), sector experience (15), key personnel (15), track record of successful proposals (15), and references (10).
• Minimum functionality score of 70 required to qualify for panel consideration.
• Detailed scoring tables provided for each criterion based on years of experience, sector exposure, personnel experience, project count and references.
• Pricing evaluation based on submitted professional rates; panel appointment does not guarantee minimum work volume.
