Scope: Sale and development of Erven 168872, 108958, and a portion of the remainder of Erf 168871, located at the corner of Kromboom Road and Seventh Avenue, Rondebosch-East, Cape Town. The Concept Plan must align with Urban Design Objectives (legible spatial structure, quality open space, healthy/safe communities, streets as public space, intensity/diversity of uses, positive interfaces, green open spaces, character/identity of area) and Site-Specific Design Guidelines (Section C5). Additional requirements: Demonstrate value to residents (amenities for live-work-play environment) and financial feasibility (20-year discounted cashflows, capital cost breakdown, revenue streams, operating costs, funding structure).
Submit a comprehensive financial feasibility model in editable, unlocked MS-Excel format (USB) with trackable formulas and visible worksheets. Include: estimated capital costs (with land price offer), revenue streams (rental income from affordable housing targeting FSC thresholds), operating costs (maintenance, long-term capital reserves), and funding structure (debt, equity, etc.). The model must justify the land price offer and demonstrate viability. Pricing must comply with the Price Schedule (C.4). Payment terms and guarantees: Pro Forma Performance Security/Guarantee and Advance Payment Guarantee are marked 'Not Applicable' in Annexures C and D. Contract Price Adjustment (Schedule F.1) may apply. Tenderers must prove financial capacity via: audited/reviewed financial statements (past 3 years), debt funding letters from credible institutions, equity investment letters, or other verifiable fund sources.
Mandatory registrations: CCT Supplier Database (register at Supplier Management Unit, 2nd Floor, Civic Centre, or via www.capetown.gov.za) and National Treasury Central Supplier Database (CSD) (register via https://secure.csd.gov.za). Both must be kept updated. Tax compliance: Valid Tax Compliance Status PIN from SARS must be submitted with the tender and recorded on the Details of Tenderer pages. Each party in a joint venture/consortium must submit a separate PIN. CCT will verify compliance via CSD or eFiling and may reject bids without valid proof. B-BBEE: Submit a valid B-BBEE certificate with the tender. Preference points: Submit documentary proof (CIPC registration, CSD report, B-BBEE certificate, disability proof, financial statements, sworn affidavits) to claim preference points for HDI or Specific Goals. Required returnable documents: Schedule F.5 (Declaration of Interest – State Employees), Schedule F.7 (Declaration of Past SCM Practices), Schedule F.9 (Certificate of Independent Bid Determination), Schedule F.8 (Authorisation for Deduction of Outstanding Amounts Owed to CCT), Schedule F.6 (Conflict of Interest Declaration). Joint ventures must submit a partnership agreement and Certificate of Authority (Schedule F.2).
