Submit proposals via email to [email protected]. Ensure all SBD forms (SBD 1, 3.3, 4, and 6.1) are fully completed and signed. Late submissions will not be accepted. Bidders must not be involved in more than one quotation for this RFQ.

The tender follows an 80/20 preference point system. Evaluation includes a mandatory technical requirement (CV and professional registration) and reference checks. Specific goals focus on EME/QSE ownership (51%+) by black women, youth, persons with disabilities, military veterans, and those in rural/underdeveloped areas, as well as co-operatives and general black ownership.

The service provider must conduct a performance evaluation of the CSOS Board of Directors, its six sub-committees, and individual directors. Key deliverables include: Inception Report, assessment of governing body and committees, individual director assessments, skills-gap analysis, Board Development Framework, and a Close-Out report. The process must align with King V principles and the Shareholder Compact.

Pricing must be in ZAR and inclusive of all taxes. Bidders must provide a detailed line-item budget. The successful bidder must sign a Service Level Agreement.

Mandatory: CSD registration (submit report), valid Tax Compliance Status (TCS) PIN, and completed SBD forms. Mandatory technical requirements: CV of lead resource with 3+ years of experience in governance/board evaluations, proof of registration with a relevant professional body (e.g., CGISA, IoDSA, Legal Practice Council, or Compliance Institute SA), and three signed reference letters from the past 5 years for similar work.
