Review and update of disability assessment guidelines and forms for SASSA social grants

Reporting contact: Manager: Disability Management (SASSA).

Escalation path: Executive Manager: Grants Administration via the General Manager: Operations office.

To avoid disqualification, submit the following returnables:

• Comprehensive CVs of the Project Lead and at least two other professionals assigned to the project. CVs must demonstrate expertise in academic, clinical, or social security environments (e.g., Social Assistance Act, National Health Act, Road Accident Fund Act, COIDA).
• Two (2) reference letters on client letterhead with contactable details, in the name of the service provider or Project Lead.
• Fully completed and signed SBD forms (including Bidder’s Disclosure and Preference Points Claim Form).
• Proof of registration with Central Supplier Database (CSD).
• Valid tax status compliance PIN.
• Detailed proposal outlining processes and methodology.
• Detailed quotation structured as: Task/Service, Price excl. VAT, VAT, Price incl. VAT (e.g., review of guidelines, validation of 3 assessment forms, workshops on draft/final guidelines).
• B-BBEE verification certificate (SANAS-accredited) or sworn affidavit with shareholder percentages, signed by commissioner of oaths and all shareholders/owners.

Submission rules:

• Late quotations will not be accepted.
• SASSA reserves the right to reject any bid, negotiate prices, or make no appointment.
• Travel for the service provider requires prior SASSA approval; reimbursement follows SASSA’s travel policy.

Evaluation follows the 80/20 preference point system:

Mandatory (Phase 1 - Special Conditions & Phase 2 - Administrative Compliance):

• Submit comprehensive CVs for Project Lead + 2 professionals with expertise in disability assessment, academic/clinical/social security environments, and legislative frameworks (e.g., Social Assistance Act). Failure = disqualification.
• Submit two (2) reference letters on client letterhead with contactable details. Failure = disqualification.
• Submit fully completed and signed SBD forms. Failure = disqualification.
• Submit proof of CSD registration. Failure = disqualification.
• Submit valid tax status compliance PIN. Failure = disqualification.
• Submit detailed proposal outlining methodology. Failure = disqualification.

Scoring (Phase 1 - Price and Specific Goals):

• Price: 80 points (calculated as Ps = 80(1 - (Pt - Pmin)/Pmin), where Pt = bidder’s price, Pmin = lowest acceptable price).
• Specific Goals (B-BBEE): 20 points. Points awarded based on B-BBEE status and ownership:

• Level 1-2 with ≥51% black women ownership: 20 points.

• Level 3-4 with ≥51% women ownership: 18 points.

• Level 1-2 with ≥51% black youth/disabled ownership: 16 points.

• Level 1-2: 14 points.

• Level 3-8 with ≥51% youth/disabled ownership: 12 points.

• Level 3-4: 8 points.

• Level 5-8: 4 points.

• Others: 0 points.

• B-BBEE certificate (SANAS-accredited) or sworn affidavit required to claim points. Failure to submit = 0 points for Specific Goals.

Disqualification Risks:

• Listing in the Register for Tender Defaulters or List of Restricted Suppliers.
• False or incomplete declarations in SBD 4 (Bidder’s Disclosure).
• Collusive bidding or conflicts of interest with SASSA officials.

Scope of Work:

• Review outdated disability assessment guidelines for use by all HPCSA-registered health practitioners (e.g., medical doctors, Clinical Associates, Occupational Therapists, Physiotherapists, Optometrists, Psychologists, Audiologists, Speech Therapists).
• Validate and update assessment forms for disability-related grants (Care Dependency Grant, Disability Grant, Grant in Aid) to align with revised guidelines.

Revised Guidelines Must Include:

• Problem statement: Challenges and gaps in current guidelines.
• Prevalence and situational analysis of children/adults with disabilities (Stats SA data).
• Legislative mandates: International and regional frameworks for disability grants.
• Clinical and functional capacity evaluation principles to guide eligibility recommendations.
• Recommendations on legislative, administrative, cost, HR, communication, monitoring, and evaluation interventions for implementation.
• Contingent risks and mitigation strategies for DSD & SASSA.

Deliverables:

• Project plan and inception report.
• Draft report (hard and soft copy) + briefing to project team.
• Bi-weekly progress reports (or on request).
• Draft and final revised guidelines + assessment forms (submitted to project team, then broader SASSA team).
• Comprehensive and summary reports (hard and soft copy) + presentation via meeting/workshop.
• Copies of all reference materials used.

Competencies Required:

• Knowledge of Department of Social Development and SASSA Disability Management Programme policies.
• Track record in academic, clinical, or social security environments for disability benefits.
• Research skills, including cost-benefit analysis.
• Project management experience.
• Experience conducting government research.
• Formal report writing experience.

Monitoring and Reporting:

• Inception report, progress reports, and meetings with project team (documents submitted 2 days prior).
• Draft and final report submissions + presentations.
• All documentation subject to SASSA quality control.
• Direct reporting to Manager: Disability Management (SASSA).

Pricing must be submitted as a detailed quotation with the following structure:

• Task/Service (e.g., review of disability assessment guidelines, validation of 3 assessment forms, workshops on draft/final guidelines).
• Price excl. VAT.
• VAT amount.
• Price incl. VAT.
• Total Price (incl. VAT) in Rand (R).

Additional Notes:

• SASSA reserves the right to negotiate prices with the successful bidder.
• Travel costs for the service provider require prior approval; reimbursement aligns with SASSA’s travel policy.

• Failure to submit B-BBEE proof = 0 points for Specific Goals.
