Must be registered on National Treasury CSD; submit valid tax clearance, BBBEE certificate/affidavit, CIPC registration, ID of owner(s); provide mandatory SBD forms; meet specific goal documentation requirements for preference points; demonstrate minimum 3 years company operation; project leader must have at least 7 years HCD experience.

• The service provider is required to facilitate and implement the Railway Safety Regulator’s Five-Year Human Capital Development Plan activities for the 2026/27 period.
• Key deliverables include:

• Developing, reviewing, and implementing a Leadership Competency Framework and leadership development program.
• Reviewing competency frameworks for Enabling and Operations departments, conducting skills gap audits, and implementing plans to address gaps.
• Developing training concepts and manuals for external and internal HR programs.
• Facilitating ECSA registration for technical roles.
• Reviewing and implementing the RSR Succession Plan.
• Identifying, developing, and approving policies to support succession planning and the Human Capital Development Plan.

• All deliverables must be achieved according to the proposed timelines outlined in the document.

• Policies must be developed or reviewed to enable implementation of the succession plan.

• Project leader’s CV must show experience in Human Capital Development projects, scored based on years of experience.

• Mandatory documents for compliance:

• Registration on the National Treasury Central Supplier Database (CSD) report.
• Tax PIN and valid Tax Clearance Certificate.
• Valid B-BBEE certificate or sworn affidavit (indicating financial year-end date).
• Valid company registration documents from CIPC.
• Copy of identity document(s) of company owner(s).
• Valid Medical Certificate.
• Valid SASSA registration (where applicable).
• Valid NCPPDSA registration.

• Failure to submit these documents will result in no points being awarded for specific goals.

• Service providers must achieve a functionality threshold of 70 points to be evaluated on price and specific goals.

This document is an SBD 6.1 Preference Points Claim Form that must be submitted with the tender. Returnable documents include the completed SBD 6.1 form with all required declarations. Failure to submit proof or documentation to support specific goals claims will result in zero points being awarded for those goals. The organ of state may request substantiation of preference claims at any stage before or after adjudication. Ensure all company/firm details, registration number, company type, and authorized signatory information are completed on the form.

Open to all tenderers, but preferential points are awarded to: Exempt Micro Enterprises (EME) or Qualifying Small Enterprises (QSE) that are at least 51% owned by black people (10 points), black women (5 points), youth (3 points), or persons with disabilities (2 points). The tenderer must be a legally registered entity (partnership, joint venture, sole proprietorship, close corporation, company, etc.).

B-BBEE preference points are claimed using the SBD 6.1 form. Suppliers must provide supporting documentation to substantiate ownership claims (black people, black women, youth, or persons with disabilities). The tenderer must declare company/firm details including registration number and company type (Pty Ltd, Close Corporation, Sole Proprietor, etc.). The organ of state reserves the right to verify all claims and may disqualify tenderers or cancel contracts if specific goals are claimed fraudulently or if contract conditions are not fulfilled.

Under the 80/20 preference point system, B-BBEE specific goals allocation: EME or QSE at least 51% owned by black people = 10 points; EME or QSE at least 51% owned by black women = 5 points; EME or QSE at least 51% owned by youth = 3 points; EME or QSE at least 51% owned by persons with disabilities = 2 points. Suppliers must submit proof/documentation to substantiate ownership claims. Failure to submit supporting documentation means preference points will not be awarded. The organ of state may verify claims at any stage.

The tenderer must provide company/firm details including name, registration number, and company type (Partnership/Joint Venture/Consortium, One-person business/Sole Proprietor, Close Corporation, Public Company, Personal Liability Company, Pty Ltd, Non-Profit Company, or State Owned Company). The authorized signatory must certify that: (i) information furnished is true and correct; (ii) preference points claimed comply with General Conditions; (iii) contractor may be required to furnish documentary proof to verify claims; (iv) if claims are fraudulent or conditions not fulfilled, the organ of state may disqualify the tenderer, recover costs/losses/damages, cancel the contract, restrict the contractor from doing business with any organ of state for up to 10 years, or forward the matter for criminal prosecution.

The 80/20 preference point system applies (80 points for price, 20 points for specific goals). Price formula: Ps = 80(1 - (Pt - Pmin)/Pmin). Specific goals under 80/20: black ownership (10 pts), black women ownership (5 pts), youth ownership (3 pts), persons with disabilities ownership (2 pts). The organ of state may require substantiation of preference claims before adjudication or at any time subsequently.
