Bids must be submitted in a three-envelope system: Envelope 1 (Mandatory documents), Envelope 2 (Technical Proposal), Envelope 3 (Price and Specific Goals). Phase 1: SCM Mandatory Compliance Requirements. Bids are first verified for completeness and correctness. SACAA reserves the right to accept or reject bids based on documentation. Bidders must submit all required documents. Phase 2: Functionality Evaluation (100 points). Minimum 70 points required to proceed. Criteria: Company Profile (10 points: >9 years experience = 10, 7-9 years = 5, <7 years = 0). Previous Experience Reference Letters (15 points for 5+ letters, 10 for 4, 5 for 3). Technical Proposal (45 points: As-Is Assessment, Business Process Analysis, Work-Study, Operating Model Review, Organisational Structure Design, Implementation Plan). Change Management Plan (5 points). Project Plan (5 points). Project Leader Qualifications (10 points: NQF 8+ HR/Industrial Psychology, >9 years = 10, 5-9 years = 5). Team Qualifications (10 points: Organisational Design Specialist, Business Analyst/Process Engineer). Phase 3: Price and Specific Goals (80/20 system). 80 points for price (lowest acceptable bid scores highest), 20 points for B-BBEE status (Level 1 = 20, Level 2 = 18, Level 3 = 14, Level 4 = 12, Level 5 = 10, Level 6 = 8, Level 7 = 6, Level 8 = 4, Non-Compliant = 0). Only bidders scoring ≥70 in functionality proceed to price evaluation.

Scope: Conduct a comprehensive organisational structure review and develop a revised structure for SACAA over 24 months. Key deliverables: Project Charter (methodology, project plan, milestones, reporting requirements). Project Execution Plan (scheduling, monitoring, controlling). As-Is Assessment (current structure, inefficiencies, optimisation opportunities). In-depth Business Process Analysis and Mapping (end-to-end processes, inefficiencies, duplication). Work-Study to Inform Staffing Levels (capacity model, workload distribution, automation impact). Operating Model Review (value delivery blueprint, functional interdependencies). Detailed Macro and Micro-Structure Design (divisions, departments, roles, reporting lines, headcount, alignment with Risk-Based Oversight). Implementation Plan/Roadmap (phased, practical, risk-aware). Change Management Plan (stakeholder engagement, communication plan). The structure must align with SACAA’s mandate, strategic objectives, and automation initiatives.

The revised organisational structure must clearly demonstrate alignment with SACAA’s mandate. It must define divisions, departments, roles, reporting lines, and headcount. The structure must be informed by business process analysis, work-study findings, automation initiatives, and aligned to Risk-Based Oversight (RBO) requirements. RBO prioritises planning, inspection/audit frequency, depth, and resource allocation based on risk.

Pricing must be in South African Rands (R), firm, and inclusive of VAT. Offer must be valid for 180 days from closing date. Submit a ceiling price for the total estimated time, including all expenses. Provide a detailed breakdown of: Persons involved (hourly/daily rates), Phases (cost per phase, man-days), Travel expenses (actual costs only, proof required), Other expenses (e.g., accommodation, reproduction costs—proof required). Rates must be firm for the full contract period unless adjusted per a specified basis (e.g., CPI). Payment terms: Certified invoices must be rendered as per the pricing schedule. Contract period: 24 months from signature date.

Mandatory: Registration on the Central Supplier Database (CSD) with a valid supplier number. Submit SBD 1 (Invitation to Bid), SBD 3 (Pricing Schedule), SBD 4 (Bidder’s Disclosure), SBD 6.1 (Preferential Procurement Points). Tax Compliance: Submit a Tax Compliance Status (TCS) PIN or CSD number. For consortia/joint ventures, each party must submit a separate TCS PIN/CSD number. B-BBEE: Submit a B-BBEE Status Level Verification Certificate or Sworn Affidavit (for EMEs/QSEs) to qualify for preference points. Foreign bidders: If not a RSA resident or without a branch/permanent establishment/source of income/tax liability in RSA, no TCS PIN is required. No bids will be considered from persons in the service of the state or entities with directors/members in the service of the state. Proof of authority (e.g., company resolution) must accompany the bid.

Dispute resolution: Negotiation (10 days), Mediation (15 days via Arbitration Foundation of Southern Africa), Arbitration (15 days, expedited, single arbitrator). Arbitration held in Centurion, South Africa, in English, under South African law. Arbitrator’s award is final and binding. SACAA’s interpretation of bid requirements prevails in case of discrepancies. SACAA reserves the right to amend bid conditions, extend closing dates, or withdraw the bid without furnishing reasons. Contract period: 24 months from signature date.
