Submit a fully completed tender document in a sealed envelope. The envelope must clearly display: the tenderer's name and address, tender number (SBM 44/24/25), tender title, and closing date/time (03 July 2026, 12h00). Deposit the envelope into the official tender box at Ground Floor, Investment Centre, 15 Main Road, Vredenburg, before the deadline. Late, telephonic, telegraphic, facsimile, or emailed submissions will not be accepted. All returnable documents (Part T2) must be completed in non-erasable ink and submitted. Unauthorised alterations to tender documents will disqualify the bid. Tender documents can be downloaded from www.etenders.gov.za or collected from Mrs. R. Farmer, 15 Main Road, Investment Centre, Vredenburg, from 01 June 2026, with a non-refundable deposit of R295.00 payable to Saldanha Bay Municipality. Proof of payment is required for collection.

Evaluation uses the 80/20 Preference Point System (PPPFA, R8/5-25, 29 May 2025). Scoring: 80 points for price (calculated as 80(1 + (Pt - Pmin)/Pmax), where Pt = tender price, Pmin = lowest acceptable tender price, Pmax = highest acceptable tender price). 20 points for preference: 10 points for B-BBEE status level and 10 points for locality. Functionality criteria are not applicable. Disqualification risks: conflicts of interest (MBD 4), listed on Register of Tender Defaulters, tax non-compliance, municipal arrears (>3 months), or incomplete documentation. For contracts exceeding R10 million, audited financial statements for the past 3 years (or management accounts) are required. Technical evaluation requires CIDB grading (3CE+ for Item 1, 2SK+ for Item 2) and proof of experience (3 similar projects, <5 years old).

Scope: Supply and delivery of roadwork services for Saldanha Bay Municipality from 01 July 2026 to 30 June 2029 (3-year contract). Two service provider categories: Item 1 (Road Patching, speedhumps, and stormwater maintenance) requires CIDB grading 3CE or higher. Item 2 (Reflective & non-reflective roadmarking) requires CIDB grading 2SK or higher. Bidders may select either or both items. Proof of CIDB grading must be attached. For Item 1, provide proof of experience on at least three similar contracts/projects (reference letters) not older than five years. For Item 2, provide proof of experience on at least three similar roadmarking contracts/projects (reference letters) not older than five years. References must include: verifiable contact details (name, surname, telephone, email), project name, scope of work, appointment date, completion date, and project value. Service providers must take out adequate insurance (risk, public liability, professional indemnity) before commencement and provide proof to Saldanha Bay Municipality.

Pricing must be submitted in the official pricing schedule (Excel format). The pricing schedule completed in non-erasable ink will govern. Tender offer validity period: 84 days. Performance guarantee may be required. Cost of tender documents: Non-refundable R295.00 if collected physically. Payment can be made in cash or via bank transfer to Saldanha Bay Municipality. No unauthorised alterations to tender documents are allowed. Service providers must cede all rights in insurance policies to Saldanha Bay Municipality for the contract duration. Financial capacity may be verified by the municipality, including audits or investigations.

Valid Tax Clearance Certificate from SARS is mandatory. Tenderer must be tax-compliant on the Central Supplier Database (CSD). Submit CSD number or TCS PIN. B-BBEE Status Level: Submit original or certified B-BBEE verification certificate (SANAS-accredited) or sworn affidavit for EME/QSE. Preference points: 10 points for B-BBEE and 10 points for locality. Declaration of Interest (MBD 4) and Declaration for Procurement above R10 million (MBD 5) must be completed. Tenderer must not be in arrears for municipal rates/taxes for more than 3 months. Tenderer or directors must not be listed on the Register of Tender Defaulters. Certificate of Independent Bid Determination (MBD 9) required. Joint ventures must provide written power of attorney, pro-forma agreement, and satisfy turnover/credit criteria (major partner: 40%, others: 25%). All returnable documents (Part T2) must be submitted for evaluation.
