This tender covers three separate contracts: leasing of office space for ward councillors (Wards 12, 39, 48, 54); leasing of office space, archives and parking for a Customer Care Centre in Walmer; and design, layout and placement of advertisements, social media buying and media monitoring.

Closing date and time: 10 September 2026 at 11:00.

• Non-compulsory clarification meeting for SCM/1366/S/2025-2026: 14 August 2026 at 10:00, 6th Floor, Kwantu Towers, Govan Mbeki. Tenderers arriving more than 10 minutes late will not be admitted.
• Compulsory site meetings or briefings may be prescribed; bidders who do not attend will not be considered.

Bids must be submitted on the original stamped bid documentation provided by the NMBM — re-typing or copying the forms is not allowed.

• Sealed envelopes must clearly state the contract number and description.
• Place bids in the tender box at either the Supply Chain Management Offices, Harrower Road, North End, Gqeberha, or the Supply Chain Management Purchase Offices, 17 Sellick Street, Kariega, between 08:00 and 16:00 on weekdays.
• Bids must reach the Municipality by 11:00 on 10 September 2026.
• Late tenders will not be accepted.
• Bidders who do not attend a prescribed compulsory site meeting or briefing session will not be considered.
• The Council does not bind itself to accept the lowest or any tender.

All bids must be submitted on the official forms provided by the Municipality — not to be re-typed or copied.

Preference points are awarded under the Municipality's Supply Chain Management Policy, which promotes the use of previously disadvantaged small and medium contractors. The preference formula is available from the Director: Supply Chain Management, Harrower Road, North End, Gqeberha.

• All tenderers must be registered on the NMBM supplier database; unregistered tenderers may be disqualified.
• For SCM/1366/S/2025-2026, attendance at the non-compulsory clarification meeting is optional but may be beneficial.
