• A clarification/briefing session is scheduled for 22 May 2026 13:00 at Sediba Hall, Tshiame (attendance is compulsory).
• Bids may be withdrawn or amended only before the closing time and must be resubmitted in the original sealed envelope.
• Disqualification triggers include: altered pages, use of correction fluid, missing signatures, failure to attend the compulsory briefing, non‑payment of the R 939.87 tender fee, or any conflict‑of‑interest (e.g., persons in state service).

• Scoring combines price points (Ps) and technical/preference points. The lowest acceptable price (Pmin) is used to calculate price points: Ps = (Pmin / Pt) × 90.
• Preference points (up to 10) are awarded for specific localisation and empowerment goals (e.g., 6 points for being within Maluti‑a‑Phofung, 2 points for youth‑owned enterprise, etc.).
• Total score = price points + preference points; the bid with the highest total is preferred, but the municipality is not obliged to accept the lowest price.
• All required declarations (e.g., B‑BEE, CIDB, tax compliance) must be submitted to claim the associated preference points.
• Failure to provide evidence for claimed points may result in loss of those points or disqualification.

Scope: Provide a service provider to repair and refurbish the Tshiame Wastewater Treatment Plant for a three‑year period.

Deliverables include all labour, materials, plant, and related services required to complete the works as per the Schedule of Quantities and Project Specification (volumes C3.1‑C3.3).

All rates must be exclusive of VAT; VAT will be added to the total in the summary.

“Rate‑only” items must be priced but are excluded from the extended total; the municipality may request adjustments if rates appear unreasonable.

Alternative system or item proposals are not accepted.

Time for completion is to be stated by the tenderer in the Schedule of Tender and must consider all factors affecting the construction period.

• Pricing must be presented on the Form of Tender (C1.1) and include a complete Schedule of Quantities (C2.1).
• All unit rates and lump‑sum prices are to be quoted exclusive of VAT; VAT is added in the final total.
• Tender validity: as stated in the annexure (typically 90 days).
• Financial capacity documents required: audited (or reviewed) financial statements for the last three years (or for the entire operating period if the entity is less than three years old), or non‑audited statements where audit is not mandatory.
• A performance security (“type of security”) will be required as per Contract Data (C1.2.4).
• No telegraphic or electronic bids will be accepted.

• Company Registration Certificate (active members) – required for all entities except sole traders/partnerships.
• Central Supplier Database (CSD) registration – CSD number must be provided; all JV partners must be on CSD.
• Tax Compliance: Provide SARS PIN and Tax Clearance Certificate (or proof of no arrears > 3 months).
• Municipal rates & taxes clearance (or proof of no arrears > 3 months).
• CIDB grading: minimum 8CE or higher.
• Valid B‑BEE certificate (SANAS‑accredited) – required for preference points.
• Valid CIDB certificate, Workmen’s Compensation certificate, and, where applicable, Joint Venture agreement and registration on CSD.
• All required declarations (General Declaration, Declaration of Interest, SCM Practices, etc.) must be fully completed and signed.
• Disqualification triggers include non‑submission of any compulsory document, failure to meet CIDB or B‑BEE thresholds, or being listed on the Register of Tender Defaulters or the National Treasury’s Restricted Suppliers database.
