Submit bids in a sealed envelope, clearly marked with SCM Number (013/2026) and Project Name ('Development of Electricity infrastructure database planning and design'). Hand-deliver to the tender box at: 1st Floor, Munitata Building, Next to Room 146. Electronic, faxed, or mailed submissions (including copies) are not accepted. Late, incomplete, or unsigned bids will be disqualified. Tender documents are available for free download from National Treasury’s tender portal (http://www.etenders.gov.za/content/advertised-tenders) and King Sabata Dalindyebo Municipality website (www.ksd.gov.za) from 5 June 2026. No hard copies are sold. Bids must be filled in black pen (no typed entries). Use of erasing fluids is prohibited. All price alterations must be signed. Bids must remain valid for 90 days. Queries must be emailed; no queries will be entertained 5 working days before closing. Compulsory briefing sessions (if applicable) must be attended; failure to attend disqualifies the bid. Required returnables: Fully completed MBD 1 to MBD 9 and Annexures A to F, JV agreement (if applicable), municipal rates statement (not older than 3 months), lease agreement (if applicable), confirmation of non-liability for municipal rates (if applicable), directors’ municipal rates statements, certified copies of documents (not older than 6 months), audited financial statements (if bid ≥ R10M or CIDB Level 6+).

Evaluation follows a 3-stage process under the Preferential Procurement Policy Framework Act (PPPFA) 2022: Stage 1: Compliance (mandatory pass/fail). Stage 2: Functionality (minimum threshold: 70/100 points; bids below this are disqualified). Stage 3: Price and Specific Goals (e.g., B-BBEE, local content). Proof of attainment: Full Central Supplier Database (CSD) report required. Additional criteria: Accredited service provider status, full compliance with bid conditions (e.g., document completeness, deadlines), no outstanding municipal rates/taxes (KSD reserves the right to disqualify), and attendance at compulsory briefing sessions (if applicable). Financial stability (e.g., audited statements for bids ≥ R10M or CIDB Level 6+) and legal compliance (CSD registration, valid JV agreements, no municipal debts) are also evaluated.

Scope: Development of an electricity infrastructure database, including planning and design, for a period of 4 months. Deliverables and technical standards are detailed in the tender document (downloadable from http://www.etenders.gov.za/content/advertised-tenders or www.ksd.gov.za).

The total cost based on rates calculated in the pricing schedule must match the amount reflected on the front page of the bid (Bid price).

For bids ≥ R10 million (VAT inclusive), submit audited financial statements for the past 3 years (or since establishment if <3 years). CIDB Level 6+ bidders must submit audited financial statements for the past 3 years if eligible for work allocation > R10 million. All certified copies must not be older than 6 months. Bids must remain valid for 90 days.

CIDB grading relevant to the service.

Bidders must comply with all bid conditions listed in the tender document, including submission of required documents (MBD forms, JV agreements, municipal rates statements, certified copies). Failure to comply renders the bid non-responsive. KSD Municipality reserves the right to disqualify bidders with outstanding municipal rates/taxes, to accept any bid in whole or part, and to withdraw the bid.
