Bids must be submitted electronically only via www.etenders.gov.za. No physical, fax, email, or telephonic submissions will be accepted. Late, incomplete, unsigned, or altered bids will be disqualified. Bidders must register on the Central Supplier Database (CSD) before the closing date and submit a full CSD report. Returnable documents must be completed, signed, and uploaded; failure to submit mandatory documents will eliminate the bid. The tender validity period is 90 days. The Form of Offer and Acceptance (Part C1.1) must be fully completed and signed; the amount stated there takes precedence over other totals. The Bills of Quantities (Part C2.2) must be handwritten priced and not altered. All uploaded attachments must be clearly marked (e.g., Proof of CIDB registration, COIDA, Resolution of signatory).

Evaluation is in two stages. Stage One: administrative and functional compliance with mandatory requirements; non-compliance eliminates the bid. Stage Two: price and specific goals under the 80/20 preference point system (PPPFA 2022). Maximum points: price 80, specific targeted goals 20, total 100. Price is scored using the formula A = (1 - (P - Pm)) / Pm, with W1 = 80 where the financial value of responsive tenders is R50 million or less. Specific goals points are claimed via SBD 6.1. The contract will be awarded as a whole; all trades in the Bills of Quantities must be priced (except provisional sums and allowances).

Scope: minor repairs and maintenance to Luhewini Clinic (Engcobo Sub-District) in Chris Hani District, Eastern Cape. Construction period: 4 months. Contract based on JBCC Edition 6. Key personnel requirements: Project Manager with relevant building qualification (min NQF 6); OHS officer registered with SACPCMP; site-based foreman with at least 2 years relevant building works experience. Bidders must submit a concise Programme of Works, a list of resources, plant and equipment, and at least three reference letters with final completion certificates showing experience in building works including roof sheeting installation. A qualified electrician with a trade certificate from the Department of Labour or a SETA is mandatory. Where brand names are specified, equivalent or better items are acceptable.

Pricing must be in Rands and include all duties, taxes (except VAT) and levies; VAT must be shown separately. Rates and prices are fixed for the contract duration. The Bills of Quantities (Part C2.2) must be fully priced; failure to price all trades may lead to elimination. If the offer is VAT inclusive, the VAT registration number must be indicated; non-VAT vendors who include VAT must register within 21 days of appointment. No tender security is required (N/A). The preferred tenderer must provide an approved insurer undertaking for a Performance Bond/Guarantee/Surety/Security.

Mandatory compliance documents: CSD registration (full report) showing tax compliance; valid CIDB certificate with grading 2GB or higher (active status); valid COIDA or FEM letter of good standing; SBD 1 (Invitation to Bid); SBD 4 (Declaration of Interest); SBD 6.1 (Preference Points Claim); Compulsory Bidder Questionnaire; Resolution for Signatory; POPIA consent; Schedule of Proposed Subcontractors; Particulars of specialist subcontractor (Electrical); proof of qualified electrician; Part C1.1 Form of Offer and Acceptance; Part C1.2 Contract Data; Part C2.2 Bills of Quantities. Joint ventures must submit separate forms for each partner and a joint venture agreement. Bidders must not be listed on the Register of Tender Defaulters or the Department/Treasury defaulters list. Persons in the service of the state are prohibited from bidding. Tax compliance status must be verifiable via CSD or a SARS TCS PIN.
