Bids must be submitted online via www.etenders.gov.za before the closing time of 11:00 on 19 August 2026. No late bids will be accepted. Bids must be submitted on the official forms provided (not re-typed) and must include all completed and signed SBD forms and supporting documentation. Returnable documents include: SBD 1 (Invitation to Bid), SBD 3.2 (Pricing Schedule), SBD 4 (Declaration of Interest), SBD 6.1 (Preference Points Claim), Schedule D (Qualifications and Experience), Schedule E (Organizational Type), Schedule F (Organizational Structure), Schedule G (Details of nearest office), Schedule H (Financial Particulars), proof of authority to sign (e.g., company resolution), and a summarised copy of training manuals. Bidders must be registered on the Central Supplier Database (CSD) and attach proof. Failure to provide or comply with any required particulars may render the bid invalid.

Bidders must submit the completed and signed Invitation to Bid (SBD1), Declaration of Interest (SBD4), Pricing Schedule (SBD3.2), Preference Points Claim Forms (SBD6.1), and other forms as per Part 5, including Schedule D (Qualifications and Experience), Schedule E (Organizational Type), Schedule F (Organizational Structure), Schedule G (Details of nearest office), Schedule H (Financial Particulars). Proof of authority to sign must be submitted. For specific goals, supporting documents such as CIPC certificate, medical certificate, municipal account or affidavit, and letter from Department of Military Veterans may be required.

The bid is evaluated in four stages: Stage 1 Administrative Compliance (pre-qualification): all SBD forms completed and signed, CSD registration proof, tax compliance, not being persons in the service of the state, and supporting documentation as per bid requirements. Stage 2 Mandatory Compliance: SBD1 completed and signed, bidder must be a legal entity or partnership, JV agreement if applicable, and facilitators must have relevant qualifications and SETA accreditation. Stage 3 Functionality: scored out of 90 points; bidders must score at least 65 points to proceed. Criteria include experience in Microsoft Office Suite training (1-2 years = 5 points, 3-5+ years = 10 points), IT technical skills (1-2 years = 5 points, 3-5+ years = 10 points), course accreditation with MICTSETA (10 points), facilitator qualifications (20 points), administrative personnel (5 points), project plan and implementation plan (15 points), and training manuals (20 points). Stage 4 Price and Specific Goals: 80/20 preference point system, price max 80 points, specific goals max 20 points. Specific goals: Historically Disadvantaged Individuals (4 points), Women (4 points), Youth (4 points), Locality (4 points), Disability (4 points). Bidders failing to submit proof of specific goals will score 0 out of 20 but will not be disqualified.

The training provider must deliver basic and advanced computer literacy training for the Chris Hani Health District. Core training areas: Microsoft Office 365 Suite (Word, Excel, PowerPoint, Teams, Outlook, SharePoint, Power BI) and Technical IT Skills. Training will be divided into 3 groups of 20 participants each, scheduled on different dates due to limited functional computer labs. The service provider must provide learning material, training manuals, and catering; the department provides venues. The provider must issue certificates of competency after completion. A complete breakdown of pricing per training package is required. Course breakdown must align with unit standards and include a training delivery plan. The provider must submit a summarised copy of training manuals for evaluation on the closing date. Facilitators must have experience in facilitating computer training from basic to advanced levels commensurate with the package bid for.

Required qualifications include ND: Computer Systems, ITIL Foundation, IT Service Management, Degree in Information Technology in Business Systems, Certificate in support services, CompTIA security+, A+, Cloud+. At least one assessor with MICT Seta certificate for end user computing and business analysis, and a moderator certificate with MICT seta. Proof of qualifications, CVs, and certified copies of ID/passport must be submitted. Experience in conducting Microsoft Office Suite training (1-2 years = 5 points, 3-5+ years = 10 points) and IT technical skills (1-2 years = 5 points, 3-5+ years = 10 points) is required.

The service provider must deliver services in compliance with quality standards in the specifications and any service level agreement. Performance is measured via reports, third-party complaints, user satisfaction surveys, and audits. The provider must keep full and accurate records of all services and provide them upon request. The provider must provide certificates of competency after training completion. The provider must submit a summarised training manual for evaluation. The provider must have qualified and accredited facilitators, assessors, and moderators.

Pricing must be submitted on the Pricing Schedule form (SBD 3.2) and must be inclusive of VAT. Bidders must indicate the basis of their pricing calculation. The bid price is evaluated on the 80/20 preference point system, with price contributing a maximum of 80 points. Bidders must submit financial statements not older than one year to assess financial viability; failure to do so may render the bid non-responsive.

Bidders must be registered on the Central Supplier Database (CSD) and attach proof. Tax compliance: submit SARS Tax Compliance Status (TCS) PIN or CSD number; each party in a consortium/JV must submit separate TCS/CSD. Bids from persons in the service of the state, or companies/close corporations with directors/members in the service of the state, will not be considered. Bidders must complete and sign all SBD forms, including SBD 4 (Declaration of Interest) and SBD 9 (Certificate of Independent Bid Determination). Facilitators must be registered with relevant SETAs and provide proof of accreditation. Bidders must be a legal entity or partnership; consortia/JVs must submit a legally binding agreement and nominate a lead member. B-BBEE status level verification certificate or sworn affidavit (for EMEs & QSEs) must be submitted to qualify for preference points.

The service provider must comply with the Occupational Health & Safety Act and all regulations, acknowledge awareness of the Act, and inform the ECDoH immediately if unable to comply. The provider must also comply with safety, fire, emergency, and security procedures at the relevant institution. Personnel failing to comply may be denied access and replaced.

The contract comes into effect on the date of the letter of acceptance. The service provider must provide learning material, training manuals, and catering; the department provides venues. The provider must be a registered training provider. The provider must comply with operational requirements, report problems, cooperate with other service providers, and comply with all applicable legislation and procedures. The provider is liable for damage or injury due to poor quality products. The provider must comply with fire risk reporting, energy management, and occupational health and safety. Performance is measured through periodic checks, service complaints, user satisfaction surveys, and audits. The provider must keep records and provide them upon termination. Breach and termination are governed by GCC paragraph 23. The provider indemnifies the State against loss or damage.
