Evaluation is conducted in two phases: Phase 1 (Compliance and Responsiveness) and Phase 2 (Price and Preference). Phase 1 requirements: Bid must be submitted on official documents, fully completed, signed, and responsive to all tender rules. Mandatory documents include Form of Offer and Acceptance, SBD 4, Compulsory Enterprise Questionnaire, CSD report, CIDB certificate (Grade 5GB or higher for General Building), 2 project references with completion certificates and appointment letters, and Local Production/Content Declaration. Failure to meet any Phase 1 requirement results in elimination. Phase 2: 80/20 preference point system applies. Maximum points: 80 for price, 20 for Specific Goals (local content, B-BBEE, etc.). Scope: Rehabilitation, renovations, and refurbishments to DSD service offices in Cluster 4 (Mdantsane NU 1, Silver Crown, John X Merriman YCC, House on the Rock). Contract based on JBCC Edition 6.2 (Principal Works Agreement). Duration: 24 months from commencement. Contractor must comply with Occupational Health and Safety Specifications (pages 84-108 of tender document). EPWP (Expanded Public Works Programme) requirements and specifications apply. All trades listed in the Bills of Quantities must be priced (excluding provisional sums and allowances, which must still be included in the total). Brand names specified may be substituted with equivalent or better items. Work must meet SANS 10845-3 standards and DPWI policies. Contractor must maximize sourcing of building materials from Eastern Cape-based suppliers or manufacturers. Site information provided in Part C4 of tender documents.

Pricing must be in South African Rands (ZAR), fixed for the contract duration, and include all duties, taxes (except VAT), and levies payable 14 days before closing. VAT (15%) must be shown separately if applicable. Non-VAT vendors must register with SARS within 21 days of award if VAT is included in prices. Tender security: Not specified (marked as N/A). Performance Bond/Guarantee/Surety required within 21 days of appointment (format per DPWI policy). Payment terms: As per JBCC Edition 6.2. All rates and prices must be submitted in the Priced Bills of Quantities and Final Summary. If discrepancies exist between amounts in words and figures, the amount in words governs. Mandatory: CIDB Grade 5GB or higher for General Building (GB) class of works. Active CIDB status required throughout bidding process (advert to award). CSD registration with valid tax compliance (TCS PIN or CSD number). Proof of CSD report and CIDB certificate must be submitted. Compensation Fund or licensed insurer registration required (letter of good standing). SBD 4 (Declaration of Interest) and Compulsory Enterprise Questionnaire must be completed and signed. No awards to persons in service of the state, their close family members, or entities with such individuals as directors/shareholders. Joint ventures: All members must be CIDB-registered; lead partner must have GB grading; combined grading must meet 5GB or higher.
