Evaluation occurs in two phases: Phase One checks compliance with bid rules, responsiveness, and eligibility (e.g., SACAP registration, tax compliance, CSD registration). Phase Two applies the 80/20 preference point system under the PPPFA and Preferential Procurement Regulations 2022. Points breakdown: 80 points for price, 20 points for specific goals (e.g., B-BBEE). Bidders must complete and sign SBD 6.1 to claim specific goal points; failure results in zero points for this category. Joint ventures/consortia must submit a JV agreement and proof of claimed points. The highest-scoring bidder wins, unless the department reserves the right to limit awards per bidder. Scope: Provision of professional architectural services and principal agency for the construction of Newlands Clinic. Contract based on CIDB Professional Services Contract (Third Edition, 2009). Requirements: At least one company director must be registered with SACAP as a Professional Architect, Professional Architect Technologist, or Technician. Proof of registration and a letter of good standing from SACAP (or verifiable QR code certificate) must be submitted. Bidders must demonstrate relevant project experience: three completed projects in the last five years (Annexure E) and current projects (Annexure F). Submit appointment letters and proof of work completed for at least three contactable references. Use Government Gazette No. 51352 (4 October 2024) for pricing professional fees, applying the Medium Complexity table. All pricing must be in RSA Rand, with VAT at 15% if applicable.
