Tenders are evaluated in stages: (1) Compliance with tender rules and submission requirements. (2) Functionality (minimum 65% threshold required to proceed): company experience (40 points max), key personnel qualifications/experience (50 points max), methodology/resources (10 points max). (3) Price and B-BBEE: Price scored using 80/20 (≤R50M) or 90/10 (>R50M) preference point system per PPPFA. B-BBEE points allocated per Construction Sector Codes (Gazette No. 41287). Subcontracting >25% to lower B-BBEE levels forfeits preference points unless subcontractor is an EME below threshold. Deadlocks broken by highest preference points, then highest functionality score. B-BBEE certificate must be valid, SANAS-accredited, and issued within 12 months of tender closing date.

Scope: Subconsulting services for pavement investigations, materials testing, and quality control for emergency routine road maintenance on National Route R59 (Sections 2–3) and R30 (Sections 4–6) in Lejweleputswa District Municipality, Free State. Key tasks: Establish a fully equipped, lockable Materials Site Laboratory. Conduct pavement investigations (core drilling, test pits, sampling), classify/test materials per TMH1 and SANS 3001, evaluate reclaimed materials, and perform lab tests (gradation, Atterberg limits, CBR, UCS, ITS, moisture-density). Support pavement rehabilitation: test milled/processed materials, approve make-up materials, support in-situ recycling/stabilisation (BSM with foamed bitumen, ETB, or nano-modified emulsion). Verify surfacing compliance: pre-surfacing inspections, binder/aggregate tests (penetration, viscosity, softening point, elastic recovery, emulsion stability, grading, flakiness, cleanliness, hardness), support S2 double seal/AC-Medium asphalt surfacing. Transport samples with chain-of-custody. Coordinate with Principal Consultant, RRM Contractor, and Site Safety Officer. Deliverables: QMP, Field Sampling Register, Lab Test Results, Pavement Investigation Summary, Material Compliance Reports, Mix Design Verification Reports, Surfacing QA Verification Report, Monthly QA Summary, Final Lab Report and Certification. All work must comply with SANRAL QA specs, COTO, TMH1, TMH9, TRH12, TRH14, SAPEM.

Submit a preliminary programme with quotation, detailing frequency of sampling/testing per SAPEM Chapter 13 Appendix C guidelines. Include major laboratory equipment to be used. Proposed methodology must demonstrate understanding of pavement investigations, materials testing, QA/QC, and project requirements. Reporting approach must include test result submission, registers, QA/QC procedures, traceability, calibration records, and compliance reporting. Resources (personnel, equipment, transport) must be adequate for the programme.

Key personnel requirements: Site Pavement and Materials Specialist (BSc/BEng/BTech Civil + ECSA Pr.Eng/Pr.Tech Eng + CPD in pavement design/materials + 10 years’ experience, 5 in pavement investigations/rehabilitation design + proven bituminous mix design experience). Materials Technologist (BTech/BEng/BSc Civil + ECSA Pr.Tech Eng/Candidate Engineer/Pr.Eng + 8 years’ experience + TMH1/SANS 3001 testing + ISO/IEC 17025 familiarity). 2x Materials Technicians (National Diploma Civil + valid lab training certificate (SABITA/CSIR) + 3 years’ experience + TMH1/SANS 3001 familiarity + competence in sampling/chain-of-custody/calibration/gradation/binder testing).

Comply with SANRAL QA specifications, COTO, TMH1, TMH9, TRH12, TRH14, SAPEM. Main laboratory must be SANAS-accredited (SANS 17025) for project-specific test methods. Site laboratory must be fully equipped and lockable. Submit a Testing and Sampling Programme (frequency, locations, standards, SAPEM Chapter 13 guidelines) for Engineer’s written approval before commencement. All equipment must be calibrated/traceable. Coordinate with RRM Contractor’s safety protocols and Traffic Accommodation Plan (TAP). All testing/sampling must adhere to approved Health and Safety Plan. Principal Consultant may audit testing procedures/equipment at any time.

Testing must be conducted in lockable enclosures to ensure environmental protection and data integrity. Sample transportation must prevent contamination. Chain-of-custody documentation required for all samples.

Service Provider must register with Bargaining Council for Civil Engineering Industry and pay agreed wage rates. Contract commencement: 7 days after Employer’s instruction. Duration: 3 months (personnel engagement varies). Penalties: R5,000/day (max 10% of contract value) for late test results. Public/media statements require Client approval. Copyright of project documents vests with Employer. Performance Guarantee not required. Subconsultants must comply with all contractual terms.

Failure to provide requested information within 24 hours renders tender non-responsive. Signatory must declare accuracy of all information, including key personnel details.
