Site visit/walk included (PPE mandatory: safety shoes, goggles, long sleeves, high-vis vests, hard hats; breathalyser testing required; firearms prohibited; ID/passport/driver’s license required for access). Evaluation follows a multi-stage process: 1) Eligibility: Mandatory attendance at compulsory clarification meeting (04 June 2026). 2) CIDB Registration: Grade 3 or higher as Civil Engineering (CE) or Mechanical Engineering (ME) contractor. Joint Ventures must meet combined grading requirements (lead partner ≤1 level below required class). 3) Technical Pre-Qualification: Site Supervisor must have National Diploma in Mechanical Engineering or trade test (Fitter/Plumber); Plumber/Fitter must have trade test certificate. 4) Functionality: Minimum 60/100 points required. Criteria: Qualifications & Experience of Key Personnel (max 27 points: Site Supervisor 10, Project Manager 7, Plumber/Fitter 6, SHEQ Officer 3, General Worker 1), Method Statement (max 35 points: covers removal, fabrication, coating, installation, commissioning), Company Experience (max 35 points: 3+ similar projects in last 10 years). 5) Price & Preference: 80/20 system for tenders ≤R50M. Up to 20 preference points for B-BBEE compliance (zero if unverified). Only tenders passing functionality proceed to price evaluation.

Scope: Supply, delivery, installation, and commissioning of mild steel pipes and butterfly valves at Berth 208 & 209, Port of Richards Bay. Duration: 7 months. Key deliverables: 1) Removal/disassembly of existing mild steel pipes, butterfly valves, VJs, quay and foam pourers. 2) Fabrication of mild steel flanged tees and other components. 3) Application of fusion-bonded epoxy coating (internal and external). 4) Installation of all required components as per Works Information. 5) Commissioning, including pressure testing. Contract framework: NEC3 Engineering and Construction Contract. Compliance with CIDB Standard for Uniformity in Engineering and Construction Works Contracts.

Pricing format: Bill of Quantities (C2.2) as per Pricing Instructions (C2.1). Tender validity period: 12 weeks from closing date (extendable at Transnet’s request). Bonds/Guarantees/Insurance: Refer to C1.3 (Forms of Securities) and T2.2-20 (Insurance provided by the Contractor). No alternative tender offers or post-closing price adjustments allowed. Pricing must remain fixed after submission.

Mandatory Certificates: Valid Tax Clearance Certificate (SARS) + TCS PIN; Valid B-BBEE Certificate (SANAS-accredited) or sworn affidavit (EMEs/QSEs with ≥51% black ownership); Valid CIDB Certificate (Grade 3+ in CE or ME); Proof of CSD registration; Letter of Good Standing (Workmen’s Compensation Fund). Legal Compliance: Not listed on Register of Tender Defaulters or Transnet/National Treasury restricted lists; Complete Compulsory Enterprise Questionnaire (no conflicts of interest). Joint Ventures: All members must be CIDB-registered; lead partner must have CIDB grade ≤1 level below required class; submit certified JV agreement.
