Evaluation occurs in three phases: Phase 1: Compliance with specifications, pricing, and all mandatory requirements. Phase 2: 4-week trial with 3 machines at Mitchells Plain and Victoria Hospitals; evaluator report compiled. Phase 3: Final recommendation considering all inputs, followed by application of the 80:20 Preferential Procurement Points System (80 points for price, 20 points for B-BBEE). Only the B-BBEE status declared on the WCBD 6.1 form is considered for evaluation. Cost per test (including all relevant costs such as maintenance, consumables, and syringes) and real-world functionality experiences are key factors. Non-compliant bidders will be notified after the bid process concludes. The Department reserves the right to award the bid in part or in whole based on compliance, clinical acceptability, price, and preference points.

Supply, deliver, install, demonstrate, and commission blood gas analysers under a 3-year consumable placement deal for 31 Western Cape health facilities. Equipment remains the contractor’s property; only consumables (cartridges, syringes) are procured monthly. Contractor retains ownership of equipment for the 3-year period. Facilities can adjust consumable orders monthly without penalty. Department may add facilities if need arises. Total cost of ownership must be clearly described, including cost per test. Key requirements for analysers: Latest technology for adult/paediatric care, test cycle ≤120 seconds, sample volume 60–70µl (preference for <50µl), 8" touchscreen, daily auto QC/calibration, UPS for 1-hour backup, printer, memory for ≥3500 results and ≥2000 patients, user PIN access, blood clot prevention system, and waste containment. Must include pre-heparinised syringes/capillaries in monthly cost. Cartridges must offer all parameters (excluding cCrea optionally) with shelf life ≥3 months (12 months for syringes). 24/7 support with 24-hour response time; replacement units provided if repairs exceed 24 hours. Delivery of consumables within 48 hours of request. OEM support letter required. Evaluation includes 4-week trial at Mitchells Plain and Victoria Hospitals. Bidders must provide proof of being an accredited supplier of the offered devices by the OEM, with OEM commitment to provide expertise, training, and support. Training for hospital staff (users and clinical engineering) must be provided at no extra cost, covering equipment use, resetting, cleaning, flushing, and calibration.

Mandatory: ISO 13485 certification for each manufacturer of offered products. Random quality compliance testing of samples from institutions throughout contract. Bidders must provide approval/validation report from an accredited SANAS laboratory for the offered unit. Department may request clinical evidence. All offered units must be currently marketed in South Africa with verifiable references. Department reserves the right to inspect bidder’s repair facilities and validate technical staff competency. Preventative maintenance and calibration procedures must be provided. Workshop/Service Manuals are mandatory. Packaging must include manufacturer/supplier name, bidder item name, item code, date of manufacture, product expiry date, and batch/lot number. All items must be delivered in a carton/box.
