Stage 1 (100 points total): Previous Experience (50 points) - Traceable records for 3+ similar projects ≥ R200,000 (50 points), 2 projects (30 points), or 1 project (20 points). Capacity, Expertise, and Methodology (50 points) - Project Manager: Diploma/Degree in Civil/Building Engineering + 3 years of relevant experience (20 points); Resources: Owned/hired 1.3-ton bakkie (10 points); Methodology: Company profile, execution plan, labour component, communication strategy (20 points). Stage 2 (100 points total): Price (80 points) and Specific Goals (20 points, including B-BBEE, local content, and preference points for people living with disabilities, military veterans, or accredited foreign representatives). Scope: Major maintenance and refurbishment of Sithukuthezi Community Hall in Ward 03, including public toilets, to ensure safety, functionality, and community needs are met. Key deliverables: Removal of existing roof sheets, windows, wall finishes, and skirting; excavation and earth filling; concrete work (aprons, V-drain); roof sheeting (0.6mm IBR Robertson Colomel, ridge capping, flashing, underlay, fascia boards); fixing cracks (provisional sum: R12,000); carpentry (aluminium windows, meranti doors, roller door); ironmongery (hinges, bolts, locks); rainwater goods (gutters, downpipes, joists); paint work (internal/external walls, ceilings, steel frames, roof sheets, burglar guards); electrical infrastructure (light fittings, plug points, switches, wiring, distribution board, certificate of compliance); security fencing (pedestrian gate, rail gate, signage). Payment terms: Invoices must be accompanied by a delivery note and submitted for payment within 30 days. Performance security: Successful bidder must furnish performance security within 30 days of contract award (form: bank guarantee, irrevocable letter of credit, or cashier’s/certified cheque). Contingencies: 10% added to sub-total. VAT: 15% applied to sub-total B. Contract price is fixed and non-adjustable during the validity period (90 days from closing date, extendable).
