Submit bids via email to [email protected] by the closing date and time (12h00). No late, hand-delivered, incomplete, or facsimile bids will be accepted. Bids must be submitted on the original bid documentation provided by the municipality. Clearly mark the bid with the project name and reference number (WMM-LM 20/04/26/04 PVM). Unauthorized alterations to the BOQ/Quotation will invalidate the submission. Bids over R1 Million require VAT registration and proof of VAT registration. Joint ventures must submit a signed agreement indicating the lead partner. All bids must include a completed Letter of Consent. Only bids submitted on official forms (not re-typed) will be considered. Validity period: 90 days from closing date, extendable if requested in writing.

Bids must score a minimum of 70% on functionality to proceed to price evaluation. Evaluation uses the 80/20 or 90/10 preferential points system (80 or 90 = Price, 20 or 10 = Specific Goals per MBD6.1). Functionality criteria: Past projects (50 points): 3+ completed projects in General Building/Civil Works (50 points), 2+ projects (40 points), 1+ project (30 points). Site Foreman personnel (30 points): 3+ years experience with Diploma in Building/Civil Engineering (30 points), 2+ years (20 points), 1+ year (10 points). Project Methodology (20 points): Must include project initiation, employment and skills transfer, local jobs created, time frames, cash flow projections, and Health and Safety Plan. Bids not meeting the 70% threshold will not advance to price evaluation.

Scope: Paving the unpaved hall yard from the entrance gate to the front end of the Multi-Purpose Youth Centre. Work includes: constructing proper drainage and kerbing for structural support and water prevention, clearing and grubbing, mass earthworks, crushed-stone base, precast paving, and testing of materials and workmanship. Strategic objectives: Prevent weathering effects on sub-grade soil, create a slanting effect to redirect excess water, and improve accessibility. Reporting: Monthly meetings with the municipality to track progress. Skills transfer: Basic skills must be transferred to locally employed unskilled laborers as per the service provider’s methodology. Detailed scope is in the Bill of Quantities (BOQ).

Pricing must align with the BOQ. Contingencies: 10% of net total. VAT: 15% allowance. Performance security may be required within 30 days of contract award (form specified in SCC). Bids over R1 Million must include proof of VAT registration. Payment terms, bonds, and guarantees are subject to the General Conditions of Contract (GCC).

Mandatory documents: Completed original bid document issued by the municipality, entity registration documents, certified ID copies of directors (not older than 3 months), proof of CSD registration, SARS Valid PIN Printout or Tax Compliance Certificate, MBD1, MBD4, MBD6.1, MBD6.2, MBD6.4, MBD8, and MBD9 forms, Billing Clearance Certificate or Statement of Municipal Accounts (no undisputed accounts overdue by >30 days), and a signed letter confirming no outstanding municipal accounts on closing date. For joint ventures: valid Tax Compliance Document for all partners and a signed agreement indicating the lead partner. Local content: Minimum threshold of 100%. B-BBEE: Preference points apply as per MBD6.1. No bids from persons in the service of the state will be considered. CIDB minimum grading: 1GB.
