Mandatory: Bidder must be a legal entity (no state employees/directors), not on National Treasury’s restricted list, and comply with all submission requirements. Scope: Design, supply, deliver, install, configure, test, train, commission, integrate, and maintain an access security system for WRC Office. Components: CCTV cameras (4MP IR Fixed Dome, Fixed Bullet), access control (cards, palm wave biometric), boom gates (2 units), web-based visitor management system (2 tablets), 1x server, 5TB storage, 3x 55-inch monitors, 2x All-In-One computers, 1x key cabinet, 120 access cards, card printer, and integration into a single management system. Requirements: IP-based cameras (H.265/H.264, ONVIF compliant, PoE), 24/7 operation, NVR integration, time/date stamping. Access control: Multi-user accounts, role-based access, future expansion capability, manual/emergency gate opening, audit logging (1-year storage), 5-year record retention. Visitor management: Self-registration kiosk, touchscreen, visitor tracking, induction support, host notifications. Boom gates: Auto-return, obstacle detection, LCD interface, safety sensors. Cabling: CAT6 (max 100m) or optical fibre, protected in galvanised tubing. System must include UPS (4-hour backup), anti-passback, and alarm integration. Training: Comprehensive for WRC staff on all systems. Maintenance: 24-month warranty + 24-month SLA (quarterly maintenance, 24/7 support). Pricing: Fixed total bid price (ZAR), inclusive of VAT, price fluctuations, and all costs (supply, delivery, maintenance, etc.). Bid validity: 120 days. Payment terms: Invoices paid by the last day of the month following receipt of correct, original invoice. Monthly statements due by the 5th of each month. No penalty interest for late submissions. Payment via electronic bank transfer. Contract period: Negotiable, with possible extensions. Maintenance costs: Quarterly for 24 months post-warranty. Call-out fees applicable during service period. All costs for bid preparation, presentation, and demonstrations are the bidder's responsibility.

Mandatory: Tax Compliance Status (TCS) PIN via SARS eFiling (www.sars.gov.za) or CSD Number with Compliance History Report (www.csd.gov.za). B-BBEE: Original/valid B-BBEE Status Level Verification Certificate (or Sworn Affidavit for EMEs/QSEs) from IRBA-approved auditor or SANAS-accredited agency. Minimum requirements: PSIRA Company Letter of Good Standing, PSIRA Director Certificates, SAIDSA Certificate, COIDA registration and 'good standing' proof. Directors and technicians must be South African citizens (ID copies required). Consortia/JVs: Each party must submit separate TCS/CSD and B-BBEE certificates.
