Evaluation uses the 80/20 preference point system: 80 points for price, 20 points for specific goals (HDI ownership, local economy promotion). Bidders must be property owners or mandated property management companies. Persons in the service of the state, or companies with directors/members in the service of the state, are prohibited from bidding. Tax compliance is mandatory (SARS PIN or CSD number). Foreign suppliers must complete SBD 1 and, if no RSA presence/income/tax liability, are exempt from SARS PIN registration. Joint Ventures/Consortia must submit a joint agreement and a joint B-BBEE certificate or affidavit (or lead partner’s if joint certificate unavailable). Sub-contracting limited to 25% of contract value; signed sub-contracting agreement required.

Appointment of a property owner or mandated property management company to provide leased office space for the W&RSETA Limpopo Regional Office for the period 2026–2030. Property owner must submit a Certificate of Authority (Part E) if mandating a representative to act on their behalf. The mandatee must confirm acceptance of the mandate in writing.

Price schedule must be in South African Rand (ZAR), inclusive of VAT and all disbursements. Performance security may be required within 30 days of contract award (form and amount specified in Special Conditions of Contract). Penalties apply for late completion if delay is attributable to the service provider. Arithmetical errors in pricing will be corrected per PPR 2022 rules; refusal to accept corrections may result in bid rejection.

Mandatory: Registration on Central Supplier Database (CSD) — submit proof of registration (vendor/supplier number). Tax Compliance: Submit SARS Tax Compliance Status (TCS) PIN or CSD summary report.
