• Submit the original bid in a sealed envelope clearly endorsed with 'Original Bid: WTE 1010 CE- SUPPLY AND DELIVERY OF LOCAL CONTENT CONCRETE BARRIERS TO MZIMVUBU WATER PROJECT PROVINCE -ACCESS ROAD NEAR MACLEAR IN THE EASTERN CAPE PROVINCE' and your company name.
• Deposit the sealed bid in the bid box at the entrance of the Department of Water and Sanitation: Construction East Office Building, Grootdraai Dam, Standerton.
• Deadline: 18 June 2026 at 11:00. Late bids will not be accepted.
• Bids must be submitted on the official forms provided (SBD 1, 3.1, 4, 6.1, etc.) and not retyped.
• All spaces in the bid forms and annexures must be completed in full. Failure to fully complete and price the Pricing Schedule (SBD 3.1) will invalidate your bid.
• The bid documents must not be separated or have pages detached.
• Bids forwarded by telegram, telex, or facsimile will not be considered.
• For joint ventures, submit the original or notarially certified copy of the joint venture agreement and a certificate authorising the signatory.
• Companies must provide proof of authority to sign (e.g., company resolution).
• Failure to attend the compulsory site briefing on 10 June 2026 at 12:00 will disqualify your bid.

• Evaluation follows a four-phase process:

Phase 1: Mandatory Requirements

• Attendance at compulsory site briefing (10 June 2026, 12:00).
• Complete, sign, and submit SBD 1, SBD 3.1, and SBD 4.

Phase 2: Administrative Compliance

• Complete, sign, and submit SBD 6.1 (Preference Points Claim Form).
• Registration and compliance on National Treasury’s Central Supplier Database (CSD).
• Tax compliance verified through CSD and SARS.
• Active registration with CIPC.
• Submit a certified B-BBEE Status Level Verification Certificate or sworn affidavit.
• Meet 100% local content requirement for cementitious materials (submit Annexure C).

Phase 3: Technical Evaluation and Specification Compliance

• Confirm compliance with specifications for 0.80m high x 3m concrete barriers and Grade 300W steel linking plates.
• Complete and sign Section 2 (Price Quotation Data).

Phase 4: Preference Points System (80/20)

• Price score: Maximum 80 points.
• Specific goals score: Maximum 20 points allocated as follows:
• Women Ownership: 5 points (pro-rata based on % ownership).
• Youth Ownership (<35 years): 5 points (pro-rata).
• Disability Ownership: 5 points (pro-rata).
• Location of enterprise (Eastern Cape Province): 2 points.
• B-BBEE status level contribution (Level 1-2 for QSE/EME): 3 points.
• Points claimed must be supported by Full CSD Reports and valid B-BBEE certificates.

• The contract may be awarded to a bidder meeting local content requirements even if not scoring highest points.

• Scope: Supply and delivery of local content concrete barriers to the Mzimvubu Water Project access road near Maclear, Eastern Cape.
• Site: Ntabelanga Dam, Eastern Cape Province. Coordinates: -31°07'19" S, 28°41'13" E.
• Standards: Specifications supported by SANS 51317-2:2009, SANS 10162, and COLTO Standard Specification.
• Product Requirements:

• Concrete barriers: 0.80m high x 3m long.
• Steel linking plates: Grade 300W to SANS 1431.
• Containment levels: Barriers must be crush-tested for performance levels (TI/N2 to H4a/H4b).
• Profile: F-Shape profile conforming to SANRAL standards.
• Concrete strength: Typically ≥ 35MPa for durability.
• Galvanizing: Connecting plates and bolts must be hot-dip galvanised (zinc coating ≥105 microns) per SAN121:2000.
• Temporary barriers are free-standing but terminal ends must be anchored.

• Technical Support: Supplier must respond within 24 hours for on-site problem resolution and provide replacements within 48 hours at own expense for defective products.
• Delivery: Must commence within 14 days after receipt of official order. Deliveries as requested by end-user.
• Delivery Hours: 07h00 to 15h00, Monday to Thursday. Not on Fridays 15h00 to Mondays 07h00, public holidays, last Thursday/Friday of month, or between 10 December and 06 January.
• Ownership and Risk: Transfer to Department at point of collection upon signed acceptance.

• Goods supplied must conform to standards mentioned in bidding documents and specifications.
• Supplier must not disclose contract documents without purchaser’s prior written consent.
• Supplier permits purchaser to inspect records and have them audited.

• Complete SBD 3.1 Pricing Schedule in full with firm prices.
• Items to price:

1. Supply of 0.80m high x 3m concrete barriers (50 each).
2. Galvanised linking plates (Grade 300W) (50 each).
3. Transport to site (1 sum).

• Include all delivery costs in bid price.
• Indicate delivery basis: To Ntabelanga Dam Project, Eastern Cape.
• Delivery period: 14 days after receipt of order.
• State if price and delivery period are firm.
• State if offer is strictly to specification.
• Corrections must be neatly crossed out and initialled; use of correction fluid invalidates bid.

• Pricing: Submit firm, all-inclusive prices in South African Rand, including VAT, delivery, and all other costs.
• Pricing Schedule (SBD 3.1) must be fully completed with unit prices and totals for:

• Item 1: Supply of 0.80m high x 3m concrete barriers (50 each).
• Item 2: Galvanised linking plates (Grade 300W) (50 each).
• Item 3: Transport to site (1 sum).

• Prices are only subject to statutory changes in VAT or customs/excise levies (with written proof).
• Bid offer must remain valid for 120 days from closing date.
• Payment Terms:

• Payment per concrete barriers and steel connection plates supplied to site.
• Monthly payment on receipt of specified tax invoices supported by delivery notes and weight-bridge slips.
• Payment within 30 days of receipt and approval of original invoice via Electronic Fund Transfer.
• No cash, cheque, or upfront payments.
• Payment for standing time exceeding three hours only if caused by Department action.

• All sourcing, transportation, and loading costs must be included in bid rates.

• Tax Compliance: Submit SARS Tax Compliance Status (TCS) PIN or Central Supplier Database (CSD) number. Foreign suppliers must answer questionnaire on RSA residency and tax liability.
• Central Supplier Database: Must be registered and compliant on National Treasury’s CSD.
• B-BBEE: Submit a valid B-BBEE Status Level Verification Certificate or sworn affidavit. Failure to submit forfeits preferential points.
• Local Content: Minimum 100% local production and content for cementitious materials as per dtic stipulation. Submit Annexure C (Local Production and Content) and letter from local manufacturer confirming local production. Exemption letter from dtic required if local content cannot be met.
• Company Registration: Must be actively registered with CIPC (verified through CSD).
• Exclusion: No bids accepted from persons in the service of the state, companies with state employee directors, or close corporations with state employee members.
• Joint Ventures/Consortia: Each party must submit separate TCS certificate/PIN/CSD number.

• Bidders must adhere to the Department’s Safety and Environmental policies.

• General Conditions of Contract (GCC) July 2010 apply and form part of the contract.
• Special Conditions of Contract (SCC) prevail in case of conflict with GCC.
• Performance Security: Successful bidder must furnish performance security within 30 days of award, as specified in SCC (e.g., bank guarantee or irrevocable letter of credit).
• Warranty and Inspection: Supplier liable for warranty obligations. Premises open for inspection by Department representatives.
• Delivery and Risk: Goods delivered per contract terms; risk passes as per delivery basis specified.
• Insurance: Goods must be fully insured against loss/damage during manufacture, transportation, storage, and delivery.
• Payment: As per financial requirements, via Electronic Fund Transfer within 30 days.
• Termination: Contract may be terminated for default, insolvency, or force majeure.
• Dispute Settlement: As per GCC clause 27.
• Applicable Law: Laws of the Republic of South Africa.
