Supply and delivery of 80mm grey interlock block pavers

Bids must be submitted on the official bid documentation issued by Ndlambe Municipality, downloadable free from https://ndlambe.gov.za/web/returnable-bid-documents/. Hard copies may be obtained from the Supply Chain Management office at 44 Campbell Street, Port Alfred, from 20 August 2026 (08h00–16h00) for a non-refundable deposit of R140.26 incl. VAT; the original receipt must be attached to the bid. Completed tender documents, supporting documents and externally endorsed documents must be placed in a sealed envelope marked "NOTICE 171/2026 – UPGRADE OF 80mm INTERLOCK PAVERS" and delivered to the Municipal Offices, Supply Chain Management office, 44 Campbell Street, Port Alfred, not later than 12h00 on 28 August 2026. Tenders will be opened at 12h05 on the same day. Late, unmarked, faxed, falsified, incomplete or e-mailed proposals will be disqualified. Envelopes not marked as indicated will not be opened and will be disqualified. Returnable forms (all must be completed and signed): MBD4 (Declaration of Interest), MBD8 (Declaration of Bidder's Past Supply Chain Management Practices), MBD9 (Certificate of Independent Bid Determination), MBD 6.1 (if claiming preference points for Specific Goals), certified B-BBEE status proof (affidavit commissioned by a Commissioner of Oaths, or a "true copy" stamped and signed B-BBEE certificate), and a Municipal Billing Clearance Certificate covering the company and its directors.

Completed forms required: Declaration of Interest (MBD4), Declaration of Bidder's Past Supply Chain Management Practices (MBD8), Certificate of Independent Bid Determination (MBD9), MBD 6.1 for Specific Goals preference points, certified B-BBEE status proof (affidavit or certified true copy), Municipal Billing Clearance Certificate for company and directors.

Bids are first evaluated on compliance with requirements and specifications; failure to meet these renders the bid non-responsive and it will not progress to the next stage. The 80/20 preferential points system applies: 80 points for price and 20 for Specific Goals as defined in the Preferential Procurement Policy. The award will be made in terms of the Municipality's Preferential Procurement and Supply Chain Management Policies.

Prices must be valid for at least 90 days from the closing date. Prices quoted must be firm and, where applicable, inclusive of VAT. A non-refundable tender deposit of R140.26 incl. VAT is required for hard copy documents; the original receipt must be attached to the bid.

Bidders must be registered on the Central Supplier Database (CSD) and provide the CSD "MAAA" number. A SARS tax reference number and PIN must be provided; tax status will be verified against the CSD. Bidders must not have any direct or indirect interest (including shareholding or financial involvement) in another entity tendering for the same project; multiple tenders with shared interests or overlapping ownership will be disqualified. Bidders claiming preference points for Specific Goals must submit MBD 6.1 and certified proof of B-BBEE status level (affidavit commissioned by a Commissioner of Oaths, or a "true copy" stamped and signed B-BBEE certificate). A Municipal Billing Clearance Certificate covering the company and its directors must accompany all bids. Ndlambe Municipality does not bind itself to accept the lowest or any bid and reserves the right to accept whole or part of the bid. Documents must be completed in full per bid conditions. Bids may only be submitted on official bid documentation. Hard copies available for non-refundable deposit of R140.26 incl. VAT, with original receipt attached.
