Evaluation Process

• Bids evaluated in four phases: Phase 1 (Mandatory Requirements), Phase 2 (Administrative Compliance), Phase 3 (Technical Evaluation), Phase 4 (Preference Points).
• 80/20 preference points system: 80 points for price, 20 points for specific goals.

Phase 1 – Mandatory Requirements (Disqualification if not met)

• Attendance at the compulsory briefing session on 21 July 2026.
• Complete, sign, and submit SBD1, SBD 3.1, and SBD 4.

Phase 2 – Administrative Compliance

• Registered on National Treasury’s Central Supplier Database (CSD).
• Tax compliant with SARS (verified via CSD and SARS).
• Actively registered with CIPC.
• Submit certified B-BBEE certificate or sworn affidavit (for EMEs/QSEs).
• 100% local content compliance (or dtic exemption letter).
• Complete and submit Annexure C, D, E, LC Declaration Document, and SBD 6.1.

Phase 3 – Technical Evaluation

• Must comply with all specifications in Table 3. Marking both 'Comply' and 'Non-Comply' for any item is considered non-compliance and leads to disqualification.

Phase 4 – Preference Points (Specific Goals)

• Women Ownership: up to 5 points
• Disability Ownership: up to 5 points
• Youth Ownership (age 14–35): up to 5 points
• Local Enterprise (Eastern Cape): 2 points
• B-BBEE Status Level 1 or 2 (EME/QSE): 3 points

Award Condition

• The state may award to a bidder that did not score the highest points if that bidder offers goods meeting local content requirements.

• Minimum local content threshold for plumbing is 100% as per dtic; exemption letters from dtic required for imported items.

Scope: Supply and delivery of 100% locally produced or manufactured plumbing and sanitary fittings for the Mzimvubu Water Project (Access Road near Maclear, Eastern Cape).

Key Deliverables and Specifications:

• Sanitaryware:
• White hand basin (585x435mm) with cast iron mounting brackets, two tap openings, and drain outlet compatible with supplied P-trap.
• White porcelain water closet suite with heavy-duty double flap plastic seat, 9-litre cistern, internal flush system, and side lever. Must be impermeable, non-corrosive, smooth, and cleanable, with a horizontal outlet spigot connected to a soil pipe via an adaptor (gradient ≥1:40).
• Kitchen bowl sink (Series 400, 900x535mm, stainless steel) with all necessary accessories.
• Pipes and Fittings:
• uPVC sewer drainpipes (40mm and 110mm) in 4m or 6m lengths, suitable for commercial, residential, and industrial use (underground/above ground).
• uPVC adaptors, reducers, bends, access bends, junctions, pan connectors, and access reducing junctions (40mm and 110mm).
• Copper pipes (15mm and 22mm x 6m lengths) for domestic water supply, supplied in longest possible lengths for on-site cutting.
• HDPE pressure pipes (25mm and 32mm x 100m, Class 12 PE100, PN12.5).
• HDPE compression couplings, elbows, tees (equal, reducing, female BSP), and reducing couplings (various sizes).
• P-traps (40mm, rubber type, adjustable).
• Chromium-plated pillar taps (15mm) and bib taps (15mm) with male threaded ends.
• Brass stopcocks (15mm, 22mm), full-way gate valves (20mm), and star pillar cocks (15mm).

• Premium PTFE tape (50m x 19mm x 0.100mm) and plumber’s hemp (200g).
• 110mm GI two-way vent valve and wire balloon grating.

Standards: Materials must be high-quality, suitable for specified applications, and comply with SABS where applicable (e.g., press reducing valve). All sanitary fixtures must be non-corrosive, smooth, and cleanable.

• Complete the official pricing schedule (Section 3) and price quotation data (Section 2) in the bid document.
• All pricing must be firm, inclusive of all costs, and submitted on the provided forms without alterations.
• Ensure all spaces are filled and the document is signed where required.

• Pricing Format: Complete Section 3 (Price Quotation Data) and the Pricing Schedule in the bid document. All spaces must be filled, and prices must be firm.
• Payment Terms: Payments will be made via Electronic Fund Transfer (EFT).
• Bid Price: Must be firm and inclusive of all costs (labor, materials, machinery, etc.) for execution and completion of the contract.
• No Additional Costs: The Department will not cover any bidder expenses incurred in preparing or submitting bids.

• Central Supplier Database (CSD): Must be registered and compliant with National Treasury’s CSD.
• Tax Compliance: Must submit a Tax Compliance Status (TCS) PIN (obtainable via SARS e-filing at www.sars.gov.za) or a printed TCS certificate. For consortia/joint ventures/sub-contractors, each party must submit a separate TCS certificate/PIN/CSD number. If no TCS is available but the bidder is on CSD, provide the CSD number.
• CIPC Registration: Must be actively registered with the Companies and Intellectual Property Commission (CIPC).
• B-BBEE: Submit a certified B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs/QSEs) to qualify for preference points. The Construction Sector Code applies if >50% of annual revenue is from construction-related activities.
• Local Content: 100% local production/content for plumbing materials (dtic requirement). Submit a manufacturer’s letter confirming local production and content. Exemptions require a dtic exemption letter.
• Foreign Suppliers: If not a South African resident or without a branch/permanent establishment in SA, tax compliance (TCS PIN) is not required. Proof of foreign status must be enclosed if applicable.
• State Employees: Bids from persons in the service of the state, or companies/close corporations with directors/members in the service of the state, will not be considered.
• Documentation: Submit SBD1, SBD 3.1, SBD 4, SBD 6.1, Annexure C, D, E, LC Declaration Document, and proof of claimed preference points (e.g., Percentage Ownership Affidavit, Location of Enterprise Affidavit).

• Sanitary fixtures must be made of impermeable, non-corrosive materials with smooth and readily cleanable surfaces.
• All items must be constructed and fitted to discharge through a trap into a soil or waste pipe, ensuring environmental and hygiene standards are met.

• The General Conditions of Contract (National Treasury 2010) form an integral part of the contract.
• The Department is not liable for bidder's expenses incurred in preparing or submitting bids.
• Bids must comply entirely with the bid documents; no alterations to the Invitation to Bid, Schedule of Quantities, or other documents are allowed.
• Bid price must be firm.

• Bids must be submitted to the bid box by the stipulated time; late bids will not be accepted.
• All bids must be submitted on the official forms provided (not to be re-typed).
• This bid is subject to the Preferential Procurement Policy Framework Act, the Preferential Procurement Regulations 2022, the General Conditions of Contract (GCC), and any other special conditions.
