Must submit: completed Bidder's Information (SBD1), Certificate of Authority of Signatory, SBD4 (Bidder's Disclosure), SBD6.1 (Preference Points Claim), Special/General Conditions of Contract, Pricing Schedule, Form of Offer and Acceptance. Supporting documents: Proof of company registration, CSD Registration Summary, Tax Compliance Status (TCS PIN or CSD number). No directors/members in service of the state. Foreign suppliers must answer residency questionnaire. All documents must be on original forms (not re-typed). Joint ventures/consortia require JV agreement with percentage contributions and separate tax compliance for each party.

• Scope: Procure professional OpenStack services for deployment, optimization, and support of a large-scale cloud infrastructure at SANSA’s Hartebeeshoek site, converting an existing HPC cluster.
• Required experience: Proven track record in deploying and supporting production OpenStack environments with multiple compute/GPU nodes and petabyte-level storage.
• Technical capabilities required: Design of high-availability architectures; experience with OpenStack distributions (e.g., Red Hat, Canonical); deployment of core OpenStack services (Keystone, Barbican, Designate, Horizon, Cinder, Glance, Nova, Swift, Neutron, Magnum, Ironic); knowledge of Azimuth and Ceph; automation tools (Ansible, Terraform, Helm, Kolla); monitoring integration (Prometheus, Grafana, ELK); and security best practices.
• Deliverables include: Design workshop, implementation (3 management, 12 compute, 2 GPU, 8 storage nodes), testing, training (remote or on-site), and a 2-year maintenance phase with 24/7 critical incident support, incident management, patching, and regular reporting.
• The service provider must submit a detailed project plan with timelines.

• Pricing must be fixed for the contract duration and include all costs (e.g., travel, accommodation) with no unspecified costs.
• Payment will be based on deliverables and proven progress.
• Submit the Pricing Schedule and a quotation breakdown on company letterhead in a separate envelope clearly marked with company name, bid name, number, and 'Financial Offer'.
• Prices must be in the prescribed format, signed in black ink, with corrections initialled. No correction fluid is allowed.
• Offer must remain valid for 120 days from the bid closing date.

• Mandatory registration on the Central Supplier Database (CSD). Provide your CSD number.
• Tax Compliance: Submit your SARS Tax Compliance Status (TCS) PIN or a printed TCS certificate. If no PIN but registered on CSD, provide CSD number. For consortia/joint ventures, each party must submit separate TCS/CSD details.
• B-BBEE: Points are allocated for Specific Goals: 51% black owned (10 points), 40% black women owned (6 points), 51% owned with black youth (4 points). Submit supporting documentation.
