Scope: Topographical survey services for infrastructure security (boundary wall construction at 6 sites: Devland Bushkoppies WWTW, Krugersdorp Driefontein WWTW, Ennerdale WWTW, Klipspruit Goudkoppies WWTW, Diepsloot Northern Works WWTW, Olifantsvlei WWTW). Services include: a) Collection and collation of cadastral information. b) Identification/establishment of survey beacons. c) Fieldwork (surveying). d) Production of digital terrain models (DTMs). e) Mapping and detailed survey drawings. f) Servitude registration. Technical requirements: Survey based on Lo-system WGS84. Cadastral boundaries plotted via coordinates (not angles/distances). Permanent survey beacons in concrete, spaced ≤300m horizontally, numbered sequentially (BM01, BM02, etc.). Digital Terrain Model (DTM) in ASCII format with point spacing of 5m (supplemented in varying topography). Contour intervals: 0.5m for slopes <10%, 1.0m for slopes >10%. Accuracy: Mean square error for DTM points ≤100mm; contour interpolation error ≤half the contour interval. Deliverables: Master drawing in DWG/DXF, ASCII files, design files (e.g., .tot, .blk), 16GB USB with all data, coordinate lists, and explanatory notes. Drawings must include boundaries, property details, roads, natural/man-made features, pipelines, fences, beacons, and place names. Standards: SAGC Act and code of conduct. Software: Microsoft Project for programming.

Service provider must: a) Align with Employer’s overall implementation programme and allocate resources to avoid delays. b) Submit an activity schedule before commencement, including: Time scale (days for ≤3 months, weeks for >3 months), task timeframes, resource allocation, task dependencies, start/finish dates, critical path, and progress tracking (graphical and percentage). c) Use Windows Microsoft Project for programming. d) Incorporate non-working time (public holidays, weekends, builder’s break). e) Provide integrated programmes for interdependent projects.

Minimum key personnel: a) 1x Professional Land Surveyor/Geomatics Professional (BSc in Engineering Survey, 4-5 years’ experience). b) 1x Surveyor (National Diploma/BTech in Engineering Survey, 3-4 years’ experience). Company must have completed at least 2 relevant projects (submit reference letters or completion certificates). Submit CVs, qualifications, reference letters, completion certificates, and professional registration certificates for all key personnel. Attend monthly progress meetings with Employer to discuss technical/performance issues.

Firm prices only. Pricing schedule includes: Section 1 (Preliminary & General), Section 2 (Topo Survey Services: cadastral data collation, survey points, beacons, DTM/mapping, USB submission), Section 3 (Summary: sub-total, VAT at 15%, grand total). Unit rates for: Cadastral data per project, survey points (m², m³), beacon identification/establishment (No. of Points), DTM/mapping (Sum), USB flash drives (No. of USB). All costs must include taxes. Separate pricing schedules required for different delivery points if applicable.

Pricing must be firm (non-firm prices rejected). Offer valid for 60 days from closing date. Total quotation value must include all applicable taxes (VAT, PAYE, income tax, UIF, SDL). Pricing schedule: Unit rates for items like cadastral data collation, survey points (X/Y/Z coordinates), beacon identification/establishment, DTM/mapping, and USB submission. Disbursement costs: Include all actual expenses not in tendered rates under a dedicated item. Mark-up on expenses ≤10%. Pre-approval required for claimed expenses; submit original receipts. Establishment costs (P&Gs) included in quotation. Servitude registration costs cover all areas (Road Reserve, Midblock, Informal Areas, Open Space). Fieldwork must confirm fixed points to ensure accuracy and safety.

Contract governed by: Preferential Procurement Policy Framework Act (PPPFA) 2000, PPP Regulations, General Conditions of Contract (GCC), and special conditions.
