Two models required: 1) TSXPSY2600MC: Primary voltage 100-240V AC (85-264V), frequency 50/60Hz (47-63Hz limits), input current 300mA (240V) / 500mA (100V), inrush current 37A (100V) / 75A (240V). Protection: internal fuse (4A, 5x20mm time-delayed), overload/overvoltage/short-circuit protection. Total secondary power: 26W (15W at 24V DC, 25W at 5V DC). Current: 0.5A (24V sensor), 0.6A (24V relay), 5A (5V). Insulation resistance ≥100MΩ. CE marking. LEDs: green (sensor voltage), green (OK), red (battery fault). Module format: standard. 2) TSXPSY5500MC: Primary voltage 100-120V AC (85-140V) / 200-240V AC (190-264V), frequency 50/60Hz (47-63Hz limits), input current 1700mA (100V) / 500mA (240V), inrush current 38A. Protection: same as TSXPSY2600MC. Total secondary power: 50W (19W at 24V DC, 35W at 5V DC). Current: 0.8A (24V relay/sensor), 7A (5V). Insulation resistance ≥100MΩ. CE marking. LEDs: same as TSXPSY2600MC. Module format: double.

Bidders must demonstrate experience in supplying or servicing Premium PLC Power Supplies, with a track record not older than 10 years. Competitors are defined as individuals/organizations with qualifications, abilities, or experience to provide the same goods/services.

Pricing must be submitted on MBD 3.1 (Pricing Schedule – Firm Prices). Only firm prices are accepted. Separate pricing schedules are required for different delivery points. Municipal rates/taxes must not be in arrears for more than 90 days. Contracts terminated due to non-performance in the past 5 years must be disclosed.

Only firm prices are accepted; non-firm prices (e.g., subject to exchange rate variations) will be disqualified. Pricing must be submitted on the MBD 3.1 Pricing Schedule. Total quotation value must include all applicable taxes (VAT, PAYE, income tax, UIF, SDL). Delivery costs must be included in the bid price. Offer validity period: 60 days from closing date. Separate pricing schedules required for different delivery points. Municipal rates and taxes must not be in arrears for more than 90 days (regulation 38).

Compulsory documents: 1) Original valid Tax Clearance Certificate or valid SARS PIN. 2) Valid B-BBEE Certificate or sworn affidavit (non-compliant affidavits scored zero). 3) Municipal rates/taxes statement (not older than 3 months, no arrears >90 days). 4) Signed Declaration of Interest (MBD 4). 5) Declaration of Bidder’s Past Supply Chain Management Practices (MBD 8). 6) Certificate of Independent Proposal Determination (MBD 9). 7) Proof of CSD registration (MAAA Supplier Number). 8) Preference Points Claim Form (MBD 6.1) per PPPFA 2022. 9) Company registration documents with ID copies of directors/shareholders. Additional requirements: Quotations must be on company letterhead. No bids from persons in the service of the state or blacklisted by National Treasury. Joint Venture Agreements (if applicable) must be properly signed. All MBD forms must be completed and signed. CSD registration is mandatory for all suppliers.

No compulsory site briefing, but if attending any site visit, service providers must wear safety shoes and safety reflective jackets. Compliance with OHS requirements is implied for any on-site activities.

Contract terms: Offer must be valid for 60 days from closing date. Delivery costs must be included in the bid price. All applicable taxes (VAT, PAYE, income tax, UIF, SDL) must be included. Delivery must be firm (non-firm prices disqualified). Brand, model, country of origin, and compliance with specifications must be declared. Deviations from specifications must be explicitly stated. Bid Determination Certificate (MBD 9) must be completed and submitted. Bid-rigging is prohibited.

Evaluation uses the 80/20 PPPFA 2022 scoring system: 80 points for price, 20 points for specific goals (B-BBEE). Mandatory criteria: submission of technical datasheets for both PLC Power Supply models, proof of track record (≤10 years), and completed Bill of Quantities (BOQ) on company letterhead. Failure to submit required documentation for specific goals results in zero points for those goals. The organ of state may request substantiation of claims at any time.
