Submit bids via email to [email protected] in PDF format, with a maximum size of 5 MB. Late submissions will not be accepted. All returnable documents must be completed, signed, stamped, and dated. Mandatory documents include: Section 2.9 (Technical Pre-Qualification), Section 4 (Quotation Form). Essential documents include: SBD1 Form, Certificate of Acquaintance, RFQ Declaration and Breach of Law Form, B-BBEE Preference Points Claim Form, Protection of Personal Information Form, CSD Registration Report, and latest financial statements. Failure to submit mandatory documents results in disqualification. Essential documents may be requested later if missing, but non-submission may still lead to disqualification. All documents must remain valid for the contract duration.

Scope: Provide snake catching, bee colony removal/relocation, and removal/disposal of dead animals on an as-needed basis for Foskor Mine and Moshate House. Service requirements: 30–45 minute response time for snake catching, dead animal removal, and bee control. 24-hour standby for emergency call-outs. Pre-qualification requirements: (1) Local service provider in Ba-Phalaborwa Local Municipality (proof of physical business address required). (2) Registration and valid letter of good standing under the Compensation for Occupational Injuries and Diseases Act (COIDA). (3) Formal training in snake catching and bee removal (certificates required).

Methodology requirements: (1) Technical pre-qualification: Submit proof of local provider status (Ba-Phalaborwa), COIDA registration, and formal training in snake catching/bee removal. (2) Technical evaluation: Provide a detailed method statement outlining step-by-step procedures for snake catching and bee removal. (3) Equipment: Submit a list of equipment and tools of trade to be used. (4) Experience: Demonstrate previous experience in similar services (1–3 years: 10%, >4 years: 25%). (5) References: Provide a reference list of at least 3 similar contracts, including descriptions, addresses, dates, and contact details for verification.

Pricing schedule requirements: (1) Format: Submit pricing strictly in the provided schedule; deviations may disqualify the bid. (2) Line items: Include cost per trip/call-out, travel costs (office to Foskor Mine), medical surveillance/certificates, PPE, and costs for snakes, bees, dead animals, and other specified items. (3) Totals: Provide total cost per month, per year, and for the 3-year contract. (4) VAT: All prices must be quoted in South African Rand, inclusive of VAT. (5) Discounts: Only unconditional discounts are considered in the final evaluation. (6) Completion: All line items must be fully completed. (4) Termination: Foskor may terminate the contract if the bidder fails to maintain valid documents (e.g., B-BBEE status, tax compliance). (5) Subcontracting: Maximum 25% of contract value may be subcontracted to entities with equal or higher B-BBEE status, unless subcontracted to a capable EME. (6) Legal review: Contractual terms are subject to review and acceptance by Foskor’s Legal Counsel. Evaluation methodology includes 7 stages: (1) Administrative responsiveness: checks for timely submission, completeness, and validity of documents. (2) Substantive responsiveness: verifies compliance with scope, priced offer, CSD registration, and technical pre-qualification (local provider status, COIDA registration, training, response time). (3) Technical threshold: minimum 70% score required, with criteria for experience (0–25%), similar contracts (0–25%), equipment (0–25%), and methodology (0–25%). (4) Price evaluation: 80 points using the formula PS = 80 (1 − (Pt−Pmin)/Pmin). (5) B-BBEE: 20 points based on status level (Level 1: 20, Level 8: 2, Non-compliant: 0). Proof of status is mandatory. (6) Post-tender negotiations: sequential negotiations with top bidders if prices are not market-related.
