Mandatory: CSD registration (MA number required). Tax compliance: Submit SARS TCS PIN or printed TCS certificate. For consortia/joint ventures, each party must submit separate TCS/CSD documentation. B-BBEE: Submit valid B-BBEE certificate or sworn affidavit (for EMEs/QSEs) to qualify for preference points. Foreign suppliers: Must confirm RSA residency, branch, or tax liability; if none, no SARS TCS PIN required. State employees or connected persons: Must declare relationships and submit proof of authority for remunerative work. Failure to comply with any requirement may disqualify the bid.

Contract terms: Successful bidder must sign SBD7 contract form. GEP reserves the right to negotiate or not to procure. No services/goods may be delivered without an official GEP Purchase Order, except in emergencies. Contract duration: RFQ validity period is 90 days from closing date. Penalties for fraudulent claims: Disqualification, cost recovery, contract cancellation, 10-year business restriction, or criminal prosecution.

Evaluation system: 80/20 Preferential Procurement Regulations, 2022. Price accounts for 80 points (formula: Ps = 80(1 - (Pt-Pmin)/Pmin)). Specific goals account for 20 points, including B-BBEE status, township-based enterprise, woman ownership, youth ownership (51%+), military veteran ownership, and people with disabilities. Bidders must submit valid B-BBEE certificates or sworn affidavits to claim points. Only CSD-registered bidders will be evaluated.
