Evaluation follows an 80/20 PPPFA (2022) split: 80 points for functionality, 20 for preference. Minimum 70% functionality score required to proceed. Functionality breakdown: 1) Previous completed projects (30 points: 10 per project, max 3 projects; proof via appointment letter/official purchase order/reference letter). 2) Approach and methodology (20 points: 20 for detailed/comprehensive, 10 for moderate, 5 for poor). 3) Accreditation (20 points: valid certificate for relevant category). 4) Branch office location (30 points: 30 within Inkosi Langalibalele, 20 within Uthukela District, 10 within KwaZulu-Natal, 5 within South Africa; proof via rates/taxes statement or valid lease). Preference points (20 total): a) HDI Equity (5 for 100%, 4 for 50-99%, 3 for 25-49%). b) Female Ownership (5 for 100%, 4 for 50-99%, 3 for 25-49%). c) Local business promotion (3 for local municipality, 3 for district, 2 for province; proof via utility account/lease/rates statement). d) Management demographics (5 for 25% female, 3 for disability, 2 for youth; proof via certified IDs or sworn affidavit).

Supply, installation, and maintenance of a fleet management system/solution for a 36-month period. Scope includes all hardware, software, and services required for full operational deployment and ongoing support.

Mandatory documents: Company Proposal, CSD (Central Supplier Database) Report, CIPC Documents, Certified Identity Documents of all Directors, Valid Tax Clearance Certificate/PIN, Rates and Taxes Statement (or valid lease agreement) from the Local Municipality. Exempted area operators must submit an exemption letter from the Local Municipality. Tax compliance is the bidder’s responsibility.
