Mayibuye Transport Corporation (MTC) requires suitable, secure, and functional head office accommodation for executive management and support staff. The contract is for an initial period of 3 years (36 months) with a renewal option up to 5 years (60 months). The head office previously moved from Beacon Bay, and current space at Zwelitsha and Reeston Depots is inadequate. The new accommodation must address the lack of space for executives and support staff.

Preferred suburbs include Quigney, Southernwood, Berea, Stirling, Beacon Bay, Vincent, Nahoon, Sunnyridge. Building Compliance: Fire safety certificates, occupancy certificate (local municipality), and electrical compliance certificate (COC) are mandatory. Fit-out costs and partitioning will be negotiated with the successful bidder based on MTC requirements.

Submit a separate pricing schedule (SBD 3.1) for firm prices only. Non-firm prices (e.g., subject to exchange rate variations) will not be considered. Include all applicable taxes (VAT, PAYE, income tax, UIF, skills development levies) in the bid price. All delivery costs must be included. Consortia/Joint Ventures/Sub-contractors must each be registered on the Central Supplier Database (CSD), and their tax compliance status will be verified. Combined B-BBEE certificates must be submitted in the name of the Consortia/Joint Venture. Specific goals for preference points include: 100% Black ownership (6 points), 51%-99% Black ownership (4 points), Women Equity ownership (100%:5, 30%-99%:3), Youth Equity ownership (100%:5, 30%-99%:3), People with Disability (20%+:2), and Locality within Eastern Cape (2 points).

The successful bidder must provide the following building compliance certificates for the premises: Fire safety related certificates, occupancy certificate issued by the local municipality, and electrical compliance certificate (COC).

Liabilities, dispute resolution, termination, indemnity, insurance, and warranties are governed by the General Conditions of Contract (GCC).

Evaluation is conducted in 3 stages: Stage 1 (Compliance) with mandatory (Stage 1A) and non-mandatory (Stage 1B) requirements. Stage 2 (Functionality) requires a minimum of 60 points to advance. Stage 3 (Price and Specific Goals) uses the 80/20 preference point system (80 for price, 20 for specific goals). Functionality criteria: SAPOA grading (P:30, A:25, B:20, C:15), parking spaces (36+:30, 31-35:25, 26-30:20, 20-25:15), ICT readiness (fibre:5, server room:5, air conditioning:5), backup utilities (generator:15, UPS:5, water backup:5). Specific goals include B-BBEE ownership, women/youth equity, disability, and Eastern Cape locality.
